Giving an overview of the traffic safety development at home and abroad, this paper sums up the internal regulations and characteristics of the traffic safety development, and chooses to make study on the identification and analysis of the traffic accidents black-spots, and its countermeasures.Having made a great deal of research on the accidents and key roads, and on summarizing the study achievements of others, this paper gives the definition of black-spots and analyses the reasons of its formation and the kind of its appearance. Through the interaction analysis of the accidents black-spots, it obtains the Gaussian distribution model of the black-spots and also through the analysis to the comprehensive function and serious degree of accidents in the black-spots, its gets the curve judge of identifying the accidents black-spots. If some the long l of road at inside the prescriptive time there are n above accidents, can't make sure for the black-spots, Should consider the serious degree of accidents, then define l of that road as the black-spot road segment. This is the core theories of the paper. In the initial analysis of the reason for black-spots, according to the redundancy problem in factor set of the black-spots, the paper applies the rough set theories of data mining on initial analysis for accidents causation, and also finds out the most direct reason of the accidents to make sure the direction for improving the black-spots. In studying the countermeasures for the black-spots, the paper sets up the related model and empirical formulas between accidents and factors with analysis to the data of chosen examples, gives complete discussion of reasons for black-spots and countermeasures in detail, and finally provides expert opinions for improvement.On the whole, this paper builds up a set of systematization method for the batch-check, identification, analysis of reasons and countermeasures, which is also a new idea and an effective way in this area. On the definition, model and discrimination standard of black-spots, and on the initial batch-check and causation analysis of black-spots, what the paper has done is meant to helping establish the model and the standard of identifying accident black-spots in our country. At the same time, the systematic theory in traffic safety research, the complexities of traffic safety system and the method of intelligence study on undetermined information make the paper pioneer in traffic safety research.In the end, the paper summarizes the result of the thesis and puts forward an outlook of this researched topic.
