Analysis On The Technical And Political Factors Of The Regulatory Detailed Planning Alteration In Beijing

This research is mainly on the alteration of the regulatory detailedplanning in Beijing. The alteration happened right after the implementation ofthe detailed planning in 1999, in order to change the controlling index. In thisthesis, the way of social statistic is used to analyze the cases between 2002and 2004. We analyze those cases from three levels: the descriptive analysis,the explanative analysis and the evaluative analysis. We think that thealteration is a special matter of planning implementation and management, sothat it can help to rethinking about the planning making, the planningadministration, and the urban planning itself.The regulatory detailed planning is derived from zoning, which isattribute to the controlling tradition. After it was transplanted into china,which was the planning tradition (not controlling), as the detailed planning, itcame out with contradiction and puzzles. Under the background of ruling bylaw in china, we think that the regulatory detailed planning should beimproved toward the way of law. And it comes to the problem of therelationship between technique and politics, which may be well discussed inthe regulatory detailed planning.Many reasons are related to the existence of the alteration, the mainconclusion of the statistic analysis is that the relationship between thetechnique and the politics is quite in a regular pattern, not an uncertain pattern.What's more, the political factors have more effects on the result of alteration.On the other hand, seen from the total running discipline of the alteration, theplanning department did obey the rules of priority of the public interests.Even with this, the total result of the alteration is not satisfied. So that evenone case obeys the rules, emphasizes the public interest, we can discuss moreabout it, in which the technical factors and the political factors bid againsteach other. When the technical factors are able to be against the politicalfactors, the best way is establishing law, or establishing a program of arguingproblems, including all the related people. As a sequence, we give advices as:â‘  The regulatory detailed planning can be improved to planningalteration, opening the program, adding the inquiry, public participation andother factors, in order to improve the equity in it.â‘¡The regulatory detailed planning must unify the planning documents,so that everyone is equal in front of the planning.â‘¢The practice in planning must concern both on the technical factorsand political factors, and the theory of planning must learn politics. Theplanners must put themselves to the society, improve the public education,spread the knowledge, and hold the public participation.
