The place of interest in our country are famous for rare resources of the nature and humanities,so the career is developing rapidly.But various benefit conflicts come about,it's hard to have a balance between the protection and the use of scenic spots.Developments require helpful methods to project and manage.Seeing from the impact of the management in the city,the project which includes how to use the land works well.However,our country hasn't developed clear and detailed projects on controlling scenic spots up to now.The rules of most urban scenic spot still consult and follow the city's,which don't give effective control and guidance to the construction and management in the spots whose factors are complicated.Also,the protection of the water resource is another during the construction.Therefore,developing reasonable rules to control scenic spots and protect natural resources make a lot of sense.We analyse and study related content,containing the task,the object and factors.Which this article is researching is to solve the problems of the protection by control systems.This article is studying related content by looking up documents,combining with related theories of protecting the water resource to analyse tactics in the detailed control project.We analysed and summarized by analyzing specific cases.Then,we researched the content of the project for the Zeya Lake by inspecting into practice and analyzing comprehensively.In addition,we did a project on water protection.Be aimed at the head of the pollution Zeya Lake nowadays has,the thoughts and tactics of the project came up,which can be,modeled after later on.It reflects the principle of the scenic spots scientific project,unitary management,strict protection and permanent use.
