| With the rapid development of economy, the contradiction between supply and demand of water resources is sharply increasing. Sustainable development principle is the only effective way to resolve this contradiction. However, the studies of sustainable utilization of water resources are superficial at present, which almost remain at conception or theory and is not easy to operate in practice. The studies in this paper focus on above problems, a thorough investigation and study about the utilization of water resources, which consists of carrying capacity comprehensive analysis, optimum allocation theory and scientific management system, is made. The main results are as following.First, based on the coordination development among social economy, population, resources and ecological environment, the projection pursuit cluster model for water resources carrying capacity comprehensive analysis is developed firstly in this paper. Projection pursuit may project high dimensional data to low dimensional space and find the main characteristic in 1-D space, which may synthesize the characteristics of water resources carrying capacity index, and then use the main characteristic of 1 -D to classify or evaluate the water resources carrying capacity. And this new model is used in the classification of water resources carrying capacity for regional development in China, the evaluation of water resources carrying capacity in Huaihe basin and the comprehensive assessment of water resources carrying capacity inGuanzhong plain. The results show that projection pursuit is successful in analyzing water resources carrying capacity in practice, which is a new way for evaluating water resources carrying capacity. On the other hand, based on the projection pursuit cluster model, the issues of water resources utilization in region may be identified and adaptation strategies also may be put forward. Moreover, according to the projection pursuit cluster model, the industrial structure may be rational adjustment, thus accomplishing the optimum allocation of water resources, and promoting the coordination development among social economy, population, resources and ecological environment. These results mentioned above may provide scientific basis for putting water resources to rational development.Second, projection pursuit cluster model has the ability to calculate weight value of factor. According to the weight, regional water resources can be rational allocation, and the key factors in environmental impact assessment may be selected. Third, water resources allocation must be a multi-objective decision-making system. Based on objective satisfaction degree and objective comprehensive degree, a new interactive multi-objective decision-making method is proposed in this paper. And the function of objective comprehensive degree is-described by Euclid distance, so that the objective weight, which usually is given by subjective experience, may be avoided. The new method may reflect the wishful thinking of the policy-maker in the full decision-making process, and there is more objective and less subjective effect. The results show that this method is reasonable in practice, and this method may be used in water resources system planning.Forth, to counter all sorts of disadvantages in water resources management system at present, a new management system is studied in this paper. The main content consists of water resources unified management, economy compensation system of water resources, water market, investment system of water development and so on. |
