The safety of building firms is one of the important problems in our national economic function, and is relating to the development of building industry and economic performance of building firms. Though the safety management has been paid more and more attention and some related countermeasures have been taken, building safety accidents happen frequently and the building accident rate is just below coal mine industry. The thesis comprehensively analyzed the reasons of building safety accidents and deeply studied how to manage and control building safety effectively by literatures review and gained some achievements as follows.1. The thesis pointed out that the primary reason leading into building accidents is faultiness management system and analyzed the relationship between different firm systems and economic performance, building safety management. By the theoretic analysis of two systems which are variance from causing and obliging and informality systems, a conclusion has been drawn, which is trade-off cost decides economic performance. And we think the best approach to reduce building accidents and improve economic performance is to establish and perfect corresponding systems and form harmony environment of the two systems.2. The probability of building safety index system has been tested by means of rough set. The index system is made up of five kinds including 24 sub-indexes. The thesis has tested the security of index system by the historical data from industry firms, and proved that the perfect degree of safe establishment, safety education, checking, technique criterion and operating rules and safety controlling systems are the most important and common elements. Because the result has little subjective factors, it is reliable to the index system to evaluate safety management of building firms. The safety management of building firms and construction sites were evaluated by hierarchical analysis method and fuzzy synthesize evaluation, the results is quite fit with the reality.3. A forewarning and controlling system has been set up on the guidance of building safety. The key of building safety management is beforehand precautions and control, the forewarning and controlling system was set up based on the theory of large scale system. The characteristics of the forewarning system are as follow. First, it combines the method of quality and quantity together. Secondly, it enables to use an economic-count model reasonably and choose appropriate forewarning method at different stages and difficult points in practice. Finally, the index system has quantity basis, so, its scientism can be demonstrated in methodology. Meanwhile, the thesis has analyzed different behavior selection among different objects, government to firms or between firms, realizing unity choice and win-win results on the different position by game theory. The research results show that building safety management and control has to be intervened by government; the maximized building safety can be gain and social and economic performance can be improved only by strengthen restriction of firms' mechanism under current limited economic and technique conditions.4. The thesis has analyzed the significance and connotation of building safety management, proposed the adequate building safety management mode which is fit with our national situation is to correctly use the principle and method of safety management, analyze and evaluate the hazard sources and unsafe factors, establish the objective management centered forewarning and controlling system, eliminate hidden dangers in advance and take precautions. The thesis pointed out that the most effective way to realize the building safety management objectives is using law, economics, cultural and technical methods.The research achievements have important theoretic and practical value for improving current situation of building safety management level and improving safety management level.
