With the rapid speed and intension of land developing in some large and medium cities of our country, Traffic Impact Analysis (TIA) reveals some coordination problem of transportation and urban development. This paper develops an idea of regional traffic impact analysis to fill up these deficiencies. Based on the necessity and the relationship between city planning and traffic planning this paper delimits the position of regional traffic impact analysis in the city planning system. The emphasis of this paper is put on the key technology, sets up land Feedback Model and the basic theory methods of regional traffic impact analysis.Combines the regional volume control and Traffic Impact Analysis, this paper delimits the region and whole city traffic impact of the new building within the regional traffic capacity and balance the city land development and traffic supply, and lead the rational developing of city land, as well as ensure the healthy development of city in our country.The theory of regional traffic impact analysis is based on the research of the interaction of regional land usages and traffic system. From the point of traffic demand, this method develops some new ideas on Demand Analysis Model and introduces two concepts of accessible target and land-use mixture. The paper develops feedback traffic demand model based on the regional land-use to extend the traditional four-stage traffic demand predicting model.Referring to the newest proceedings of traffic impact analysis home and abroad, the author analyzes the problems of present traffic analysis system in some large cities of our country Based on the interaction of regional land use and traffic capacity, regional traffic impact analysis has been set up, which carries out detailed research in three key technics, including: definition of regional threshold of TIA, research on key road in the area, and charge system of traffic impact.Standard regional comparison method——as a new idea has been put forward to define the regional threshold of TIA. This paper analyses the definition of standard regional area and some key Indicators, develops comparison model and its parameters to find the area of region considered. Then, the border of region considered is limited and the threshold of TIA is defined finally. This paper produces a method to get the neck bottle of city traffic network and the key OD point, the basic relation between city road traffic volume and region land use, as well as the sensitivity analysis between neck bottle road and land use, which gives theory basis of controlling region land developing through neck bottle road. This paper makes traffic congestion degree as a major measure of traffic impact fee. Taking Beijing as an example, the author studies the TIF's formation, and develops the calculation method and sets up a TIF analysis system based on the government, developer and consumer individually, and carries out the possibility of TIF policy in Beijing.Tongzhou logistic base has been chosen as a model to test the feasibility and maneuverability of regional traffic impact analysis. Based on the ratio of traffic capacity of neck bottle road of different district, the future surplus of different district can be gotten, which is helpful to make macro decision of land development in the target years under certain road condition.Researches of this paper indicate that regional traffic impact analysis has great advantages in prediction of controlling scale and speed of land development and the guidance of city exploitation and transportation system favorable development. Combining with present traffic Impact Analysis, this new method will give a guarantee to a coordinate and sustainable city development in our country.
