Based on the idea of "highest utilizing of road resource", according to the inside and abroad experience of road functional classification, in allusion to lack of connection with road planning, designing, building, and management, and considering of traffic demand vibration and traffic management coordination, this paper set out the concept of "urban road management functional classification", and also do some research on its influence facts, classification mechanisms, classification systems and approaches.First of all, analyzes the current urban road classification status: road classification is one guarantee to well traffic development, and the classification is defining in every city. Influenced by the road basic characters, the road classification is exoteric, multiplex, system, and un-balanced. After three times progress, the recent road classification of our country is still have some shortage, including veracity of classification meaning, rationality of ranking quantity, definition of ranking finitude, and comprehensive controls parameters. And based on connection of traffic demand and management, set out the concept of "urban road management functional classification".Secondly, explains the road management functional classification (URMFC): aim at the vibration character of urban traffic demand and stability of road resource, based on the connection of road with traffic flow and traffic management, combining with the existing classification system, according as the road guideline, traffic flow character, traffic management condition, URMFC is the in-depth road classification and comprehensive parameter research process. It is the continue of URC, and shorter cycle, more entirely factors, and more micromesh parameter.And then, analyes the connection with road classification and parts of traffic system: the urban structure determines the road network structure, the land-use fix on the road network connection mode, the density and intensity of traffic attractive points can influence the road function, traffic demand mode need suitable road connection system to support, and the traffic management can exert road function. On the contrary whether the URFMC system and parameter reasonable or not, can effect the urban structure and land-use mode's development, determines the traffic flow mode and character on it, and ensure the keynote of management.Meanwhile, discus on the URMFC mechanism: the URMFC have three dimensions, that is spatial dimension, temporal dimension and the functional dimension. To get the basic aim of "highest utilizing of road resource", we can research from the three mechanisms of "system and efficient road management", "dynamic and symmetrical traffic flow management" and "suited traffic resource management".Fifthly, establishes the classification system and appliance system of URMFC: using the "step by step link up" idea, corresponding to the mode of "trunk road net-link road net-distributing road net", set out 7 grades classification structure: expressway, minor expressway, mobile arterial, accessible arterial, collector, branch and alley, also defines there radius. Meanwhile, analyzes the detailed parameter and constitutes the appliance system.Sixthly, researches the URMFC mathematic models: from traffic demand partition, model approach with integer judgment, external and subjective estimation, static and dynamic checkout, to system and partial regulation, set up the classification approach use "distance judgment" method, to support the maneuverability and validity.Finally, put the URMFC system, classification approach to the Chengdu urban road network, from getting across the grade partition, method applying, purpose valuation, check up the classification system, and also give advice to Chengdu traffic development.
