Research On Problems Of Rational Scale Of Small Towns In Central China

In 2005, the strategy of rising of central China was put forward formally. In the same year, the historic task of constructing new socialist countryside was put forward formally in the fifth Plenum of the 16th CPC Central Committee too. Under the background of the task of constructing new socialist countryside has been a national strategy, the development of small towns as the leader of constructing new socialist countryside came across a new historic milestone. The advance of the strategy of rising of central China and the task of constructing new socialist countryside are the important measures to carry out the five balances.Emphasizing on the construction of small towns should be the same choice at the begging of urbanization. On the base of the actuality of the level of urbanization of China and the important status of central China, the construction of small towns must be attached more importance to. Systemic construction is on the base of constructive scale, so the strategy of rational scale of small towns must be advanced to research the problems of small towns'rational scale of central China.Firstly, from the researchful background, the timeliness, necessity and objective of the research is introduced. By the search and analysis of foreign correlative research and researchful view, researchful means, researchful content of articles, the names of which include the keyword"urban scale"of nuclear periodicals in the recent fifteen years and articles, the names of which include the keyword"new countryside"of"construction of small towns"periodical in the recent three years. The theory and measures of correlative research of urban scale are mastered systemically. The application of fractal theory in relative research is accentuated. On the base of existent research, the researchful view, researchful means and researchful frame of the paper are put forward.Secondly, the situation of construction and development of domestic and foreign small towns are analyzed. On the one hand, by the compare of the situation of construction and development of small towns in some foreign countries, the experience and lessons are summarized in the course of construction of small towns. On the other hand, from the aspect of course of development, structure of scale, level of construction and spatial character,the situation of construction and development of small towns of China and several provinces of central China are demonstrated detailedly. The variational trend and existent problems of small towns'scale are analyzed. By analyzing the experience and lessons in the course of construction of small towns in foreign countries, the signification of researching the problems of small towns'rational scale of central China is deepened.Thirdly, the meaning of regional view, ecological view, economic view and social view of researching the problems of small towns'rational scale is explained. The theory relative to the four researchful views is summarized respectively. The researchful measures based on each view and the main researchful measures which are to be adopted in the paper based on each view are introduced respectively too.Lastly, from the four researchful views, the rational scale of two small towns—baiquan town in Wuhan city and jianchanghe town in Henan province are analyzed by empirical study. Combined with theoretical analysis, the conclusions and apocalypses are concluded.
