Principle Analysis And State Evaluation On Coordinated Development Of Comprehensive Transportation System

The comprehensive transportation system develops coordinatedly,which is beneficial to exert the function of it and serve for national economy better.But there are some lacks in theory,especially in the understanding on essence of the comprehensive transportation and the concept of the coordinated development of the comprehensive transportation system,which are disadvantageous to the setup and perfectibility of the comprehensive transportation system. Therefore,in order to provide some train of thought for the coordinated development of the comprehensive transportation system,this paper attempts to complete some theory from the analyzing the essence of the comprehensive transportation in a new way.The paper includes two parts.One part is the qualitative research;the other part is the quantitative research.In the qualitative research,this paper redefines concept of the comprehensive transportation,which is the main line of this paper.On the base of this,the paper introduces and analyzes the achievement of the basic theories which are system theory and synergetics and value flowing theory,and the inspiration from these theories on the coordinated development of the comprehensive transportation system.Then from the viewpoint of the system,this paper gives the concept of the comprehensive transportation system,and put forwards that under the condition of the market economy,in order to realize the object of satisfy the transportation demand by the greatest energy and the most proper transportation mode under the present technical and economic conditions,the coordinated development of the comprehensive transportation system is the developing trend of promotion and coordination among the comprehensive transportation system and the economy,the society,the natural environment,the human,the resource and other systems,among the five transportation modes,and among the sub-systems and elements of every transportation mode, which forms under the proper regulation of the government,and under the common pushing on of the developing demand of the society and economy and the division of labour and cooperation in the comprehensive transportation system.And then this paper makes deep research on the principle of the government's regulation affecting the coordinated development of the comprehensive transportation system,and the principle of the coordinated development among the comprehensive transportation system and the society and economy, among transportation modes,and among its sub-systems of every transportation mode.In the quantitative research,on the base of the qualitative research,for providing the scientific accordance,the paper attempts to evaluate if the comprehensive transportation system develop coordinatedly.From the angle of the components of the comprehensive transportation system,the paper builds up the index system which reflects its developing level from quantity and quality aspects.Then this paper makes deep research on the qualitative evaluation of the coordinated development state of the comprehensive transportation system, which includes the evaluation of its developing level and its coordinated development degree, and analyzes the evaluation method and process of the two aspects.Since the coordinated development of the comprehensive transportation system includes three ways which are the coordinated development among the comprehensive transportation system and the economy, the society,the natural environment,the human,the resource and other systems,among the five transportation modes,and among the sub-systems and elements of every transportation mode,its evaluation is also made from three ways.And the paper makes field survey on the evaluation of the coordinated development state among the transportation modes.At last, according to the result of the qualitative and the quantitative research,this paper gets a conclusion that the comprehensive transportation system develops incoordinatedly in china, then analyzes the present situation and the cause and puts forwards some countermeasures.
