Today, the level of economic development in Northwest rural areas is still lagging behind, that is the main factor restricting the development of primary and secondary education. However, Chinese overall national strength continuous improve, as well as the population structure changes, at present, primary and secondary education in rural areas is facing many new development situations. First of all, the school-age population continues to decline, as a result, the lack of students is the principal contradiction of primary and secondary education development in this area. At the same time, the economic development in rural areas demands for high-quality people, as well as the rural residents need high-quality educational services, which is contridict to the low quality of rural education, on the other hand, in recent years, the central and local governments have been increasing the input of primary and secondary education in rural areas, which has brought a new development opportunities to the primary and secondary education in north-west rural areas. Based on the new situation and the historical opportunity which the development of primary and secondary education in rural areas is facing, from the point of the architectural planning science,this study had a full range of research and exploration in rural primary and secondary schools, to have a certain role to the future construction of primary and secondary schools in rural areas.Firstly focus on the problem, such as blindly merging and excessive concentration, in the current adjusting the layout of the primary and secondary schools in rural areas, it is suggested that it should be founded that is the multi-level development system with a combination of Point, line and plane for the primary and secondary education in rural areas. In other words the perfect three-in-one educational system is constituted by core schools, ordinary schools and teaching points. Forth more it has been comprehensively studied on the elements of each type, such as size, service scope and radius, so the corresponding indicators and the principles have been put forward.The concept of the "big education in rural areas" should be established, that is planning the basic education, vocation education and adult education in a whole. School facilities and Teacher conditions should be complemented each other in multi-ways and common developed with local condition. The possibilities and methods have been studied for integrating the Functional Units that have the potential for opening in primary and secondary schools with Community-based cultural and educational resources in rural areas. Forth more it is suggested that is the mode of functions constitution and spatial distribution pattern of the campus of the new rural primary and secondary schools, so the new ideas are provided to the development of education in northwest rural areas.At present, the layout of primary and secondary schools in rural areas has been adjusted, a large number of teaching points in rural areas were revoked and merged, but in the long run, this is a stage work, the establishment of the rural cultural and educational institutions system is the future trend in which the basic unit is village. In this paper, the idea is put forward that some cultural and educational organizations can be merged in rural communities such as the traditional teaching points, the farmers' cultural and technical schools, the rural cultural centre, to format the rural grass-roots cultural and educational institutions-a new type of rural cultural centers.Facing the new situation of the current development of primary and secondary education in Northwest rural areas, and combining the layout adjustments of primary and secondary schools, from the principle of layout, function composition, Spatial distribution pattern of the campus, as well as the construction of service facilities, it has been explored that the design principles and methods adapting to the development needs of the new primary and secondary schools in rural areas northwest, which is the characteristic of the study. At present, it is still in its early stages for the Studies in the Environment of primary and secondary schools in Northwest rural areas, so the study has a very good theoretical and practical significance. At the same time, the principles and methods for Integrating the resources of rural education this study offered is very positive for alleviating the shortage of rural cultural input,and formating the environment that the primary and secondary education combined with farmers'education in rural areas.
