The course of the world trade integration and economic globalization has been accelerating the exotic pest invasion, and has brought heavy challenges to our entry-exit plant quarantine in China. How to handle this new situation with ease is pressing. Therefore, we carry out a project for the development of Web-based Entry-Exit Plant Quarantine Information Management and Decision Assistance System. By using information technology and web technology we outlined a structural scheme of the system based on the careful investigation of the situation, problems and requirements of the entry-exit plant quarantine in China, and finally built up a Web-based system, which could facilitate the internet distance training and decision support by sharing information, knowledge, techniques and expertise.The following issues have been studied. and the corresponding subsystems developed, from which the Web-based Entry-Exit Plant Quarantine Information Management and Decision Assistance System were then integrated.1. Laws and regulationsThe subsystem includes: 1) international measures, standards, agreements related to plant quarantine; 2) laws and regulations in China related to plant quarantine, and bilateral plant quarantine agreements endorsed with other countries; 3) the plant quarantine international measures, standards and agreements text in English. It successfully provides a valued data bank for plant quarantine officers to study and inquire the entry-exit measures, standards, agreements, laws and regulations related to plant quarantine.2. Quarantine proceduresThe inspection procedures of entry-exit plant quarantine, including the inspection procedures of import, export and pass products, the inspection of passengers, posts, trans-genetic plant products, and plant and products for exhibition, the elimination method of plant pests, were visualized as flowcharts. Each quarantine procedure is formalized and easy to understand. If the user wants to know some related information, such as laws or regulations, he will get the information at once by just clicking on the title that is hyper-linked with the text.3. Basic knowledgeThe subsystem of the basic knowledge, including basic knowledge of quarantine pests, including insects, fungi, bacteria, viruses, nematode, weeds and quarantine treatment methods andadministration methods, was developed. It is a comprehensive database, full of images and video multimedia, and can be used as multimedia textbook for training of plant quarantine officers.4. Pest factsheetsThis subsystem includes a factsheet database of 300 quarantine pests that were declared as the Class I , II and III quarantine pests. The pest information consisted of scientific name, synonym, English name, Chinese name, common name, taxonomic status, distribution, hosts, damage, morphology, biology, spread way, treatment and control methods and so on, with a lot of vivid color images included. This rich and vivid subsystem can be regard as an online electric book and greatly facilitate the plant quarantine officers to study and inquire the pest information.5. Retrieve systemFollowing the plant quarantine practice, we studied and developed two retrieve systems: original country and host query system, and quarantine pest Lucid key system. While the quarantine officers meet the plants or plant products, they can just input the original country, click the "Original Country" button, then get the potential pests which possibly come from that country; input the host name, such as wheat or corn, click the "Host" button, they can get the potential pest list that possibly associates with this product: input the original country and host name, and click the "Both", they can know the potential pests which come from that country and associate with this product possibly, and then go to the details of those pest following the hyperlink oriented to the factsheets. After that, they can use the quarantine pest Lucid keys to identify the intercepted pests, which were developed by using Lucid Professional...
