Regional Forest Sustainable Management: A Case Study From The Baihe Forestry Bureau

In this paper, the author summarized status quo and development tendency of research on forest sustainable management of home and abroad. Combining the urgent demand of natural forest protection project in china and such a independence forest management unit level of the Baihe Forestry Bureau, the author studied the present situation of its forest resource, the ecological service function and its society and economic benefits of forest, basic approach of forest sustainable management etc, and main findings of the study are as follows:1.From the point of forest sustainable management, this research showed that the forest in Baihe forestry bureau play a significant role in ensuring the territory safe and the regional development of national economy around the Changbai MountainIn economic, the value wood reach the RMB of 7640 million, and direct economy worth total annual for 661 million, therefore, with huge timber production potential and economic benefits in Baihe forestry bureau. But, at present, its forest productivity maintain index C 3 is 0.518 only, showing its comprehensive productivity more weak, namely, its exploitation resource drop and existing forest resource productivity level lower.In ecological, the ecological service value of forest ecosystem is very strong in Baihe forestry bureau, in which the storage of CO2 may reach 214.7×105t and annual fixed CO2 may reach 6.6×105 t; and release quantities of O2 amount 159.2×105 t and , annual releases reach 4.9×1051.At the same time, based on environmental economy , the ecological service function of forest calculated with indirect benifits reach the RMB of 1730 million, accounting for the 72.4% of total benifits which is the RMB of 2390 million, in which the preservation of water source take 37.85% , and ,secondly ,the protection benifit of water-soil take 11.41%, both take the 50% of annual total value. These show that the forest of Changbai mountain play a important role in protecting ecological balance and safefy of forest districts of Changbai Mountain from the aspect of soil and water conservation and preservation of water source in regional ecological safety2 From the point of technology, the study show the state of existing forest sustainable management which integration is 0.757 exert medium weak level ,and begin to enter the orbit of sustainable development step by step and forest resource amount continued increase in Baihe forestry bureau. But, the overall quality of forest low and the structure of forest ecosystem are not reasonable, and forest ecological usefulness maintain ability weak. So that,forest sustainable development do not realized completely.3 Based on existing analysis and research, in order to promote forest sustainable development in Baihe forestry bureau and to realize restoration and development of regional economy and hasten regional satety, such effort should be strengthen as follows: to reinforce propaganda and education of thought of forest sustainable management; depending on advancement of science and technology more and enhancing research, to perfect and reinforce construction of technology system of forest sustainable management in Baihe forestry bureau.
