Study On The Sustainable Management Technology Of Secondary Forest In The Eastern Part Of Northeast Forest Region

Sustainable development has been quoted widely in global whole development stratagem, long-term program of national economy development of each country, and development layout of territorial society, economy and environment. Though its definition or connotation is different completely, its essence is to emphasize the long-term harmonious steady development conception between human and nature.Because the forest vegetation is the main body of land ecosystem, people recognize the basic status and ensurement of forest and the sustainable development of forest ecosystem environmental construct in sustainable development of social economy. In order to realize the sustainable development of forest, taking forest resources as management objective, forest sustainable management must be put into foundational status. In forest sustainable management, We take social theory as direction. Through analyzing the basic status and regional characteristic of different regional forest seriously and managing forest by advanced technological method, we should increase forest resources and ensure and maintain the vigor of forest ecosystem, to satisfy the daily increasing demand of human society and to accelerate the sustainable development.Secondary forest region of eastern part in northeast China is the important timber production base in China. It has been acted tremendously in regional economy development, It ensures the country security of huge area such as in northeast and north China. It has the important meaning to realize its forest sustainable management. We make the basic study of relative problems of forest sustainable management in Shangying Forest Management Department.In this article,We has analyzed systemically the forest division, forest resources status and forest resources dynamics. Forest ecosystem benefits have been evaluated from three aspects: economic benefits, ecological benefits and social benefits. The result is: economic benefits hold 16.82%,while ecological and social benefits have 83.18%, far more than economic benefits.The indicator system for forest sustainable management is established by using target method, which aims at realizing sustainable management of secondary forest and includes 21 indicators and 7 standards: forest resources gross, forest resources quality, forest productivity maintain, forest disease resisting ability, forest structure stability, forest bio-diversity and forest social-economic benefits. Forest management status evaluation is adopted to average method from standard layer, indicator layer and target layer. The comprehensive score of target layer is 0.763, and assessment result is mid-less sustainable management.Considering the actual situation of Shangying Forest Management Department, the technology and management system was established according to the demand of sustainable development, including 10 aspects: actualizing natural forests conservation project; classification management; building ecological cutting system, rebuilding district climax vegetation; strengthening forest cultivating technology; seedling cultivating technology; making full use of cutting remainder; innovating forest products industry and developing multi-management; enhancing forest conservation and enterprise management.The relative problems of forest sustainable management, such as rule of law and policy, demos participation and forest certification were also discussed in the paper.
