The paper systematically analyzes the composition, characteristics, function and operation rules of water and soil conservation & eco-environment development with system theory and systematic analytical approach, basing on overall assessment and summarization of both international and domestic water and soil conservation & eco-environment development practice and theory. After that, the paper defines water and soil conservation & eco-environment as a complex system composed of ecology, economy and society systems. It also concludes that the three systems are mutually merged, influenced and reacted and highly connected while each of them has their own specific function, features and operation rule. Importance must be attached to inter-influence and -reaction of the complex system in order to achieve sustainable development of eco-environment.Generally, social and economic benefits of water and soil conservation & eco-environment development were assessed according to on the ground structure measures in the past. With a different perspective, the paper primarily analyzes inter-relationship between water and soil conservation and regional economy and society with theories from economics and social science and then proposes that water and soil erosion and eco-environment development is highly related to industrial layout, regional economic composition and economic development status. Main economic and social factors affecting water and soil conservation & eco-environment are discussed and concluded that issues of interest between regions, generations and equity must be handled carefully.Poverty and stakeholders are key social issues in the process of water and soil conservation in China. Water and soil erosion is an important reason leading to poverty of farmers in certain regions and there is a formidable vicious cycle between degradation of eco-environment and poverty. To recognize and determine both positive and active impacts brought by water and soil conservation & eco-environment development by each stakeholder can not only slow down deterioration of environment, reduce poverty, but also relates to social interests as well as comprehensive benefits.
