Loess Plateau is locate in areas transited from semi-arid and semi-humid areas to arid hungriness area, Because of the influence of war and long-term's unreasonable utilization, the ecological environment in this region is poor and serious soil and water loss is heavy. The water and soil conservation ecosystem project of emphasis tributary is implemented by Yellow River Committee from 2000, during several years centralized treatment,Project Construction have got remarkable effect. This research,based on the《water and soil conversation previous work suggestions》,proposed by Yellow River Committee, the feasibility research of Yellow River water and soil conservation engineering in Qingjian river region is carried out, and the research use the theory of Ecological Economics to evaluate the Present Situation of the region before the engineering start and the situation after the engineering have been finished,thus the research will provide scientific basis for investment and planning arrangement of water and soil conservation engineering. The main study content of this essay is as followed:(1) Data acquisition and data-base building of research area. The research use methods, combined with remotely sensed satellite Images interpretation, field work supplement and statistical data of National Economy consult, to get land-use data and social and economic data of research area, SPOT-5 satellite image Treatment use normally maximum likelihood Supervised Classification method. And then, the land use types is classification roughly combined with visual image interpretation method of satellite image,the area of different land use types is extracted detailed. Finally, the Spatial Database and Statistical Database are built with the help of GIS.(2) Eco-economic system health status analysis of Qingjian River region in 2005. use the method of the ahp combined with entropy technology to diagnosis eco-economic system health status. This research puts forward a analysis and diagnosis index systems which include three support subsystems with 6 diagnostic index and 24 single indexes ,they are water and soil resources; Ecological Environment and economic. diagnosis result indicated that: the Comprehensive indexes of health diagnosis of eco-economic system of test region in 2005 is 50.17, the ecological environment support system indexes is 67.98 and the health diagnosis indexes of Social Economic Support System is 45.90,and the smallest index water and soil resources support system is 40.38. The water and soil resources support system is the important obstruction of eco-economic system healthy and sustainable development.(3) In this study, combined with ecological economics theories, the actual situation of loess hilly gully region and principle and method of multi-objective linear programming, calculate the optional results of each variables, then adjust the forestry and animal husbandry land use proportion (from normal status 1:0.70:0.25 to 1:1.36:0.57), the Optimal solution number is close to the goal number of the Qingjian River region water and soil conservation project (1:1.51:0.69). The result indicate that:Combined with the water and soil conservation ecosystem engineering, the structure of forestry and animal husbandry will be adjusted and the economy environment will be improved, and water and soil conservation engineering benefit will be showed well.(4) This research use methods of ecological footprints to evaluate the sustainable development status of Qingjian River region. Combine with the normal data and planning in years data, this research calculate the ecological footprints and average personal ecological capacity of Qingjian River region from 2005 to 2010. The result indicate that, regional development and agriculture development is sustainable, with the benefit of water and soil conservation is showed well, the total ecological footprints is prevented from large fluctuation, but with downward trend obviously. And there is a continuously decrease in 2006 and 2007, compare with the value of first 4 yeas, the value of last 4 years decreased by 0.0449hm~2·per-person. ecological capacity is stable. From its formation, there is a bigger fluctuation. in farmland ecological capacity and grassland ecological capacity. The water and soil conservation adopting engineering will decrease the per capital ecological footprints, the GDP ecological footprints pre 10000 Yuan and the farmland ecological footprints, and will increase ecological surplus and the regional sustainable development capacity.
