Forest resource managemen information system for country is the important tool for modern forest resources management and it is a kind of essential tool of "digital forest" in the county level gathering standard data. The research about the forest resources management information system and the development in forest resources management information system software have provided the solid rationale and the method for establishing general county level forestry resources management information system, this has improved the management level for forestry information. Howerver, the system is much exploited only possessing the single function. The integrated degree is not high.The database conformability is bad, coefficient of utilization is low .The database Lacks the unification the standard, the data is not standard and has no strict code.These make forest resources information to be dispersible and information sharing realizes with difficulty. System design mode is established without the standard the modelling language. The system is only restricted in the management, inquirement of graph and the attribute, and the picture output. The system does not thoroughly research space analysis model, policy-making model in forest resources information management application.According to the status of information system for forest resource management, establishment of forest resource management information system is presented in this paper, using software of logical model designer and Standard Modelling Language(UML) and combining with the third generation geography data model Geodatabase, Forest resource geographic information database on country level is established which is based on SQL Server. After completing database, Forest Resource Managemen Information System is constructed by formidable ArcEngine, produced by ESRI, which can get rid of ArcGIS deskdop fully. This system function is very mightiness, the main model parts include: querying and analyzing, the data topological editering , report forms statistic , the mapping of the forest subject maps ,three-dimensional video, logically inspecting and modifiying attribute data, signing teams,displaying and output integration. forest resource managemen,forest fire prevention, resource inventory and supervision, operation management design.etc.Through the studies on establishment and application of forest resource managemen information system for country, this paper will certainly cause the forest resources monitoring, checking and the data ordering as well as the forest resources sustainable development plan making and the reasonable use to changes fast, precise, scientific, digital forestry realization could be achieved.
