It is extremely important for any country in the world to absorb, select and hire the appropriate civil servants and public officer to enter into the political system. In China, with the process of political reform, the public selection system for leading cadres gradually spread throughout the country, which is brand-new cadre selection system. According to the job requirement, it takes open enrollment and selects suitable candidates by a combination of examination and assessment. The public selection system effectively broadens the horizon of personnel selection, promote the cadres review more fairly, and thus conduct the emergence of outstanding talent. So the generation and development of the public selection system for leading cadres is not only the complement of traditional cadre selection system in China, but also a major innovation of China’s cadre selection system.This essay analyzes two core values in political recruitment, which are equality and enrolling the best, and then point out that the fundamental purpose of the public selection system for leading cadres lies on the achievement of the two core values above. Then, this essay reveals the concept, source, standard and recent research of political recruitment, analyzes the relationship between equality and enrolling the best, and indicates their significance in personnel selection. Then by historical analysis, this article reviews the institutional change of the public selection system in China and the formation and development of public selection system for leading cadres. In fact, the change from centralized cadre appointment to civil service exam reflects the influence and impact of equality and enrolling the best. Then, this essay discuss impact of the organizational environment and internal process to the public selection system, find out that organization size, organization level, organization nation and organization climate all have strong influence on personnel selection in public organization. The usually work together to have positive or negative impact on the development of public selection system Meanwhile, we should also consider the importance of institutional basis, which lead us to make a research on The laws and regulations of the cadre selection in China and propose feasible propose. Last, this essay indicate that, since the most essential value of public administration is social equity, so all the public position should rightly open to all the citizen, anyone who meet the condition have the right to take part in the process of exam and assessment. So, as a quasi-public goods, the basic value of the public selection system for leading cadres should follow fair priority principle.
