The public cadre selection system, as a substantial part of the cadre andpersonnel system in China, is an important system for selecting political and partyleader cadres. According to the principle of the Party assuming the responsibility forcarders’ affairs and the requirements of having both ability and political integrityand the political integrity for the first, all levels of the organization and personneldepartment in China, take examination as an important way of choosing an officialand insist on the methods of open, fair, competition, and basis of merits.Lijin County has a12-year history of public selection of cadres and hasorganized5examinations of public cadre selection of middle-level officials. On thebasis of summing up the experiences of the5public cadre selections, this articlemultiply utilizes questionnaire and mathematical statistical methods, attempting topanoramically analyses, concludes and summarizes the public cadre selection in thelast12years. This article regards program design, test design, duty arrangement,organization design and progress as starting points, thus proposes somecountermeasures and suggestions towards the scientificalness of public cadreselection and innovatively presents capacity evaluation, investigation way andtraining mode.Taking Lijin County as an example, the article analyses the existing practicesand achievements, examines the exiting problems, proposes some copingsuggestions in this regard and has certain model function to the public selection ofmiddle-level officials of county level.
