The employment mechanism in China has always been a great importance for thecountry’s governance dating back to ancient times. In contemporary China, theCommunist Party especially puts emphasis on the selection and appointment of cadre.The current cadre selection and appointment has a unique way of Chinese method. Itdevelops from the delegation mechanism in initial post-liberation period toappointment system, election system, testing system, contract system and other forms.Open selection and competition for posts have become the focus of media attention.The cadre and personnel system has been improved day by day. But there arestill unhealthy tendency such as “ill promotion”, buying and selling positions, appointpeople by favoritism, accelerated promotion, which seriously damagethe government’s credibility. The whole society requires more open and transparentcadre selection and has stronger willing to supervise on the cadre selection andappointment work. As a crucial means to control the unhealthy tendency from thesource, the supervision of cadre selection and appointment system is the objectiverequirement of the Chinese characteristics development of socialist democraticpolitics construction. It is also an urgent need to improve Communist Party’s rulingability, an important link to improve the management of cadre selection andappointment, and also an important guarantee to build high quality cadres in China.By using the methods of literature analysis method, empirical researchmethod, comparison research method and theoretical analysis method, this paperputs forward the problems of appointment and supervision of cadres and studies on the meaning of research. The framework of this article is constructed on the basis ofcomprehensive analysis of the research status from home and abroad. By using thetheory of inner-party supervision and process management, this paper analyzes thedefinition of supervision of selection and appointment of cadres, clarifies the subject,the object and the content of supervision, and builds a process operation model forsupervision. At the same time, it does a preliminary study on the organizationstructure of supervision management of personnel administrative system in westerncountries, Hong Kong and Taiwan. It finds out ideas and practices applicable to ourcountry’s cadre appointment and supervision. The paper gives a summary of City A’spractice on policy advocacy, system construction, supervision and inspection, broadenthe channels of supervision in recent years. Through the questionnaire, investigation,conversation and other forms, it analyzes the status of existing cadre team, theselection, appointment and supervision of cadres of City A. It also finds out problemsfrom existing cadre selection, appointment and supervision mechanism in some areasof City A, for instance, the problem of "What I say goes." from the leaders,system implementation is not in place, supervision mode is single, and supervisionpower is weak. It analyzes the cause of these problems. Finally, it develops on howto establish and improve the selection, appointment and supervisionmechanism of cadres in the new situation. The paper provides suggestions andopinions on the entire process supervision, the establishment of risk evaluationmechanism, stronger punishment on illegal practice, and construction of astronger supervision team, etc.
