Since reform and opening up, China’s total economic output has ranked second in the world, comprehensive national strength has been greatly enhanced. Over the years, our party and the government have made unremitting efforts to promote fairness and justice, and significant achievements have been made. These efforts can be proved by the increase of comprehensive national strength, economic development, improvement of people’s livelihood, prosperity of social undertakings since the founding of the PRC. In the meantime, China’s society is confronted with a large degree of social unfairness and unjustice, such as corruption, disparity between urban and rural areas, income gap, and incomplete social safety net, against the background of economic development year by year and political development’s unceasing progress. All of these problems have constrainted China total development level, and highlighted the increasing problem of social unfairness. The accumulation of social problems has become China’s primary concern of the national security. So if we want to maintain China’s national security powerfully, the urgent task is to solve the unfair problems. As the unfair problems are related to the national security issues, which concern with people’s safety, without a thorough and quick resolution, they will develop into national security risks, which might offer an excuse for opportunistic intervention by external forces. Solving unfair problems is equal to solving people security problems, as it holds the key point of China’s overall security.. So from the point of view of dialectical thinking and system thinking, and adopting the method of system balance, my dissertation focuses on enhancing people’s safety and social security, to promote fairness and justice to protect national security. It is recommended to obtain a dynamic equilibrium among traditional and non-traditional security, economic development and social policy.Dissertation is divided into five parts. The first question was proposed in the introduction, and it briefly introduced the development of China’s national security concept and the progress of the cause of justice theory and reality over the years. Dissertation carry out study on the basis of drawing lessons from foreign experience and theoretical results of, and it put forward the judge that a country’s national security threats mainly comes from the internal rather than external, and internal security threats mainly because of unfair social injustice which made the person’s safety is threatened, all of these are under the Era background that the overall national security became a big trend. At the same time, the current China’s national security is in the intertwined stage of development of the traditional security and non-traditional security, but the trend of the future will be dominated by overall national security. When China attaches great importance to the hard power level of security, and she should also attach great importance to the safety of the soft power level, and the soft power level of security is mainly about the safety of the people, and the safety of the people, in turn, affect the overall national security, which ultimately depends on a series of means and measures to realize fairness and justice.The first chapter is about the concept of fairness and justice and national security and the relationship between these two. The second chapter is about that the party and government have made unremitting efforts to promote fairness and justice over years, the achievements have been achieved and the problems exist. The third chapter analyses the reasons for the problems of fairness and justice. The fourth chapter is mainly about how to safeguard national security by promoting fairness and justice.In the first chapter, it discussed the importance of the justice problem in the perspective of national security, and believes it has the overall importance and strategic. Social justice, which is in the sense of sociology, should be rosed to the height of national security, and judge the safety degree of a country should accord to the degree of social justice. It believes China can only concentrate time and energy to solve the problem of fairness and justice currently, which can effectively maintain the national security of our country.The second chapter introduces the achievements and problems in our country. It mainly introduces the efforts and achievements which achieved by our party and the government, and the fairness and justice are promoed in our country. But the main problems of fairness and justice exist in China still, and it influences on national security. The chapter systemic introduces the efforts which made by Chinese party and government in the aspect of promoting the fairness and justice of the whole society’s for many years, but it also introduce the facts that there still exist a lot of unfair social injustice phenomenon in our country now, if we don’t take effective measures to solve these problems, it is bound to threaten the national security of our country.The third chapter analyzed the problems existing in the current our country in terms of fairness and justice from three aspects, the causes of which are divided into three sections, which include the concept reasons, the national codition reasons and institutional reasons.The first is the concept reasons, which are divided into two levels: philosophy level and law level.(1) Philosophy level: Different understanding of balanced and unbalanced development causes problems of fairness and justice. It points out that philosophical understanding is in chaos about the relations between balance and imbalance, which has lead to the result that the national development strategy cannot run flexibley, and we should study and think the development strategy of other countries and China in the respective of philosophical level. So the conclusion is that China is balancing the results of unbalanced development strategy in the past years now, and the reason is that China is focusing on sloving the problems of fairness and justice.(2) Law level: the different understanding of power, rights and obligations, and it can also cause problems of fairness and justice. The dissertation think that relations of power, right and obligation are inequal, which is one of the problem roots that leads to the notion of justice, and the best way is to make as soon as possible in a state of dynamic balance.The second is the national condition reasons, a large population, unbalanced development will produce justice problem. China has large population since time immemorial, and there are many aspects of imbalanced development. China has two phenomena of shortage of absoluteness and relativity, and this contradiction of the imbalance is unfair injustice problem situation factors. So we should face up to the existence of the reason and to find the right way to solve the problem.The third is the institutional reason. It will also produce justice problem because of flawed economic and political institutions. This is the important reason that there are a lot of unfair injustice problem in China now. Both the planned economy mode and the perfection of market economy itself can not completely solve the problem of fairness and justice, for the improvement of the economic system depends on the reasonable relations and the superstructure. At the same time, the current political institutions of our country, there are some phenomenon of over-concentration of power, which is prone to corruption and lead to the root cause of the phenomenon of social injustice, therefore, it is imperative to actively push forward the reform of many structure or frame which is mainly composed of political institutions.The fourth chapter puts forward the countermeasures and suggestions to promote the fairness and justice safeguard national security according to the content of the previous chapters.The first is to update the concept. We should use system balance method to recognize and deal with the relationship between balance and imbalance, and view traditional and non-traditional security in the respective of the concept of dynamic balance, and strike a balance between economic development and social policy.The second is to promote the reform of political institutions in a fair justice consensus, and to improve on the premise of guarantee the basic livelihood of the people’s social security system. In the current, China is enhancing the comprehensive national governance capacity, and improving the comprehensive national governance, we should accelerate the reform of political institutions on the basis of system construction. China’s political institutions reform should be on the premise of promoting social fairness and justice, and the related suggestions are put forward from the political system reform purpose, direction and strategy. Additionally, it also suggests that our country’s social security priority should be given to the interests of the social middle class and grass roots, and relevant policies should be implemented.The third is to deal with the relations of several contradictions of fairness and justice problem. Three relations are including: 1.Relationship between efficiency and fairness. It includes the contradiction between efficiency and fairness, which is mainly caused by imbalance of space and time condition. Efficiency is a strong timely dynamic concept, and fairness is a static concept of across space and time.The difference between efficiency and fairness is that efficiency is special economic utility, and fairness is general utility of political and social. 2. Relationship between absolute fairness and relative fairness. Absolute fairness guarantees the basic rights, and relative fairness guarantees the relative rights. We shoule not confuse relative fairness and absolute fairness. 3. Relationship between to promote fairness and justice and to promote economic development. We should turn the economic efficiency’s pecial utility to the general utility of politic and society, which is justice. In addition, we should also seek a balance between the “visible hand†and the “invisible handâ€, and the “visible hand†is government’s economic and social policy, yet the “invisible hand†is economic operation mechanism of market. |
