The National People’s Congress System in our country is Chinese fundamentalpolitical system that the people are masters of the country and it is the regime of ourcountry. In essence, it is the best form a socialist country,which can really achievepeople having rights. Thus, the consummation and the development level of the NPCsystem is the important dimension that measures the development level of China’ssocialist democratic politics.Chinese People’s Congress System is the modern representative democracy of thestate, which is state organs consisting of the elected representatives and exercise thepowers of the managing state affairs on behalf of people. Therefore, the realized degreeof the principal position of the representatives will directly affect whether the People’sCongress System can run effectively or not, and thus affect the construction of socialistdemocratic politics in our country and assurance of people truly being masters of thecountry.Adapting to deep reform of the Chinese political system, perfect socialistdemocracy, the People’s Congress System is also in its further perfect. However, it isundeniable that the realized degree of representatives’ subject position in the People’sCongress is still an inevitable and worthy to research because of various subjective andobjective reasons. For instance, the issues of system guarantee of the representativesinclude the right to know, legislation, staffing, supervision, speech exemption, personalrights, material ensurrance and so on; The subjectivity of the representatives activelyand fully put the problem, including the democratic consciousness and ability of activerole of representatives, etc.; And the issues of the democratic consciousness and activeparticipation in democratic elections of major voters, which should be said that there isurgent need to be in-depth study and further improvement and to continue promoting thereform of political system and exploring an effective way to secure the people’sdemocracy in order to ensure the full play of representatives’ subject status and tofurther improve the People’s Congress System in our country.This article is based on the guarantee of representatives of People’s Congress andanalysis of deep reform and constant improvement existing in the practical problemsaround the real position of reoresentatives. And putting forward correspondingmeasures through in-depth study of the operation characteristics of western parliamentary system and the comparing and reference used in form of effectiveimplementation of democracy as foothold, so as to expand the systematical discussionin tne aim of further improving the People’s Congress System. This paper mainlycontains five parts:The first part is the preface of this article, which mainly introduces the researchbackground, significance and methods of this paper, as well as the research status of thePeople’s Congress System at home and abroad in recent years. And on the basis of this,we conclude the necessity of in-depth study of the People’s Congress System and mainproblems in this paperThe second part is an overview of the NPC system. This part analyzes the scientificdefinition and development course of the NPC system. What’s more, it also mainlydiscusses the function, role, status, related rights of the representatives and security inour country for them on the basis of the principal position of the representatives.The third part mainly analyzes the western parliamentary system and itsenlightenment to complete our NPC system. In this part, it introduces the developmentcourse of western parliamentary system’s origin theory and compares therepresentatives and the resumption of parliamentary senators in four aspects,characteristics of function, exercise of power, security of materials and supervision ofperformance, and also analyzes and conclude:(1) the reason why there is no feasibilityof representatives’ absolute duties that is held by the western parliamentary;(2) Itincludes an important inspiration that the practice, which western countries secure therights of their senators and respect the principal position of them, can be learned andactivate the development of the National People’s Congress system in China.The fourth part mainly analyzes the deep reform, perfecting problems and thereasons, which exist in the People’s Congress System. This part tries to specificlyanalyze the research, answers and solutions of the People’s Congress System from thefollowing three aspects. Firstly, the problems of system guarantee of therepresentatives’ rights, including the right to know, the legislative power, personnelpower, supervision, speech exemption and personal rights,the security of materials andso on. Secondly, The subjectivity of the representatives actively and fully put theproblem, including the democratic consciousness and ability of active role ofrepresentatives, etc.. Thirdly, the existing issues of the democratic consciousness andactive participation in democratic elections of major voters.The fifth part puts forward the idea to improve and secure the principal position ofthe representatives in our country. This section presents some certain constructiveopinions and suggestions by viewing the main problems existing in the NPC system andhow to promote and secure the principal position of the representatives. Namely, we should establish the security mode to suit for Chinese national conditions, Straighten outthe relationship between the party and National People’s Congress, strengthen theprotection of the relevant rights of the representatives, improve the democraticawareness and performance ability of the representatives, close the relationship betweenrepresentatives and voters, which is the focus and purpose of this article.
