A Study On The Innovation Of Social Governance In China 's Minority Areas

Social governance in minority areas is an important distinctive part in the process of the modernization of promoting state governance systems and governance capacity in China. While system transforms, society changes, interest diversifies, contradicts today, the traditional social governance mode which the state and society integrate highly can no longer meet the needs of new situation, and constrains the development of economy and society as well. It is a great significance for implementing "Four Comprehensives" to promote the innovation of social governance mode in minority areas.Based on the ethnic issues and state security, with Yunnan Province as an example, in the view of social governance, closely around "the innovation of social governance in minority areas", through multidisciplinary study approach, this paper explains the inherent logical relationship between Marxist national theory and innovation of social governance in minority areas. Comparing the experience of western countries and the process during Chinese dynasties, this article analyzes carefully and summarizes scientifically the theoretical basis and practical experience about the innovation of social governance in minority areas under the leadership of CPC. The author also combed systematically the history process of social change and social governance in minority areas. A deep analysis of the current situation, existing issues and causes on the innovation of social governance in minority areas has been made. And, a specific discussion on basic idea, value orientation and the future of social governance innovation in minority areas has been made.This paper consists of introduction, body (Chapters I to VI) and conclusion.Introduction principally introduces the cause and significance of the topic, expounds the background of social governance, new situation and challenges faced in minority areas. Then, it elaborates how to comprehend and grasp ethnic governance at home and abroad. Based on this, this paper further explores the theoretical and practical significance of social governance innovation in minority areas. The author combed advances and issues on the innovation of social governance in minority areas among the theoretical and academic circles at home and abroad. Consequently, current status, the goal, study ideas and approaches of this paper were formed.Chapter 1 overviews the basic theory on the innovation of social governance in minority areas. A multidimensional explain to scientific connotation, basic content and concepts related to the innovation of social governance was given. By defining the relevant concepts of social governance, this paper further manifests the significance of study on the social governance innovation in minority areas. Meanwhile, the thesis relates respectively the thoughts on social governance in western societies, in Chinese traditional culture, and in Marxism ethnic theory. And then elaborates ideas and local logical on the innovation of social governance which are the foundation of studying the social governance innovation in minority areas.Chapter 2 combs the development history of social governance innovation in minority areas. Adopting historical analysis to macroscopically grasp the vein, the author analyzed retrospectively the developing process of social governance in Yunnan minority areas, described systematically different content, nature and features of social governance during different history period in Yunnan minority areas. On this basis, combined with Yunnan actual situation, by the viewpoint and methods of historical materialism, this paper expatiates the relationship between social system profound transformation and social governance. It further summarizes the causes from both theory and practice. This is the basic f next chapter which analyses current situation and issues.Chapter 3 discusses current situation and issues of social governance innovation in minority areas. The article principally elaborates different contradictions and issues affected by differences of economic and social development, culture, customs, religion and social governance changes caused by social structural transition in Yunnan minority areas. Some of these issues will be solved along with the times and the enhanced ability of social governance, yet some would be more serious. Lessons learned from social governance are implied in various forms.Chapter 4 researches multi-dimensional construction about the innovation of social governance in minority areas. It fully expounds state power how to work in the period of innovating social governance and coordinating ethnic relationship through stimulating the energy of social organization, perfecting system about preventing effectively and resolving social conflicts and fully applying traditional social governance resources. The author emphasized that social governance in Yunnan minority areas is a complex issue which not only involves economy, politics, but involves culture, society, and ecology as well. Innovating social governance must concerns about ethnic affair. Meanwhile, the society in minority area not only should be governed systematically, lawfully, comprehensively, and be governed from fountainhead as well.Chapter 5 expounds the value orientation of social governance innovation in minority areas. From the point of historical materialism, the author emphasized that the masses are the main part of social governance. In order to promote nationalities unity and progress, harmonious development of society, and to safeguard national unity, as a minority border area, Yunnan must persist in Mass Line, keep closely contact with the minorities. "Menglian Experience", "Chadian Experience" and "Lianchi Mode" which come out from practicing the Mass Line in Yunnan fully show it is crucial to persist in the Mass Viewpoint, following the Mass Line and do well the Mass Work. They also provided useful experience for other minority areas.Chapter 6 reveals the trend of social governance innovation. The innovation of social governance in minority area is a long-term, hard and systemic work, it is a process to innovate unceasingly and keep pace with the times as well. The trend of the times must be conformed. Rule of self-development and the trend of economic and social development must be followed in minority areas. It is important to grasp the historical opportunity coming with the" Four Comprehensives". The author emphasized it is necessary to consider holistically how to promote social governance in minority area. The research on social governing thought in Marxist national theory,especially on the thoughts and strategy made by PCC after the 18th National Congress of the CPC must be further strengthened, and then draw wisdom from the masses, develop and improve the theory and practice on social governance continually in minority areas.The conclusion:A summary of this paper and prospect for the research trend.
