Research On Innovation Of Social Management For Minority Areas In Yunnan Province

Driven by the economic globalization, now it is not only an era of technology and information, but also an era of energy with rapidly expanding demands. The territorial issues, such as Huang Yan Island confrontation with Philippines, the dispute over the Diaoyu Island with Japan, and destructive actions by the pro-Tibet pro testers... all these problems rooted in governing measures of the frontier area. The minority areas in the frontier in China are less developed, there are many problems remain to be solved: backward concepts of social management; the "offside" and "dislocation" management of the government; the informatization of public service processing slowly; the faultiness of the socialist market economic system; local protectionism; unreasonable industrial structure and so on. According to the develop-the-west strategy and related theories, this paper sets out to describe the true state of affairs in Yunnan Province to find out new ways or modes to innovate the social management.This paper is divided into four parts:part one is introduction which expounds the background and significance of this study, and reviews the related literature home and abroad, furthermore, sets the study way, the characteristic and possible innovation of the study; part two elaborates correlated conceptions and the foundational theories of the frontier area management, focusing on synergy governance theory and open-management theory; part three analyzes the current situation of Yunnan Province, including its basic situation, characteristic and effective results of its social management. Then explores that politic and economic matters and public service issues are main reasons that restraining the development of social management innovation; the last part is countermeasures to promote the social management innovation in minority areas in Yunnan Province.This study focuses on the minority areas in Yunnan Province, which by the help of the develop-the-west strategy has developed faster than the past, but due to historical and strategic matters, its politics, economic and public services are unbalanced developed we need to find out a feasible improvement solution to promote and develop this place. The study of the social management innovation in minority areas in Yunnan Province would have major implications in building a well-off society and achieving sustainable development in the area.
