Vocational education, as a kind of education form, which connects knowledge output and economic progress, is in Chinese education history for thousand years. Outbreak of the opium war in 1840, the western capitalist countries knocked the door of closed China, at the same time, the western countries brought advanced production technology. After significant changes have taken place in the social form, education form and adjust accordingly.Since 1904, the Qing government promulgated and implemented the first system legislation, the development of industrial education entered the orthodox schooling system.
