A Study On The Development Of Characteristic Agricultural Cluster Based On The Region Competitive Power In Xinjiang

The agricultural cluster is a tendency of modernized agriculture development, and it is a new way to develop in superiority agricultural resource region. The agricultural cluster has rapidly expanded in the agricultural developed countries, and has also obtained a big success in some provincial capital areas in our country, which has became gradually an important way to sharpen the agricultural synthesis productivity and promote the region competitive power. Xinjiang is an important strategic base of the natural resources in our country, which has the incomparable resource superiority and the good conditions for the development of the agricultural industry cluster. But, the characteristic agricultural cluster is not only at the initial stage in Xinjiang, but also at a quite serious condition which ability to promote the region competitive power is pretty weak. The research about the relation between the characteristic agricultural cluster and the region competitive power in Xinjiang is not only to help the development of characteristic agricultural industry cluster in Xinjiang, regarding the superior resources and the good foundation, but to promote the regional competitive power and has the pretty practical significance in XinjiangBased on the region competitive power, this article has studied the development of the agricultural cluster in Xinjiang, and has used the Marxism materialistic analysis, and the combine of the canonical and empirical analysis, and the combine of the qualitative and quantitative analysis. The article has analyzed the relations between characteristic agricultural cluster and the region competitive power thoroughly. The article has also explored the mentality of development of characteristic agriculture cluster in Xinjiang.First, the article has studied the basic theories of both the cluster and the region competitive power. This article has introduced the connotation between industrial cluster and the region competitive power. Next, the article has elaborated the interaction mechanism between the industrial cluster and the region competitive power. What’s more, the industrial cluster has the function to promote the development of the region core competitiveness, which characteristic accumulative effect and the accumulative effect has strengthened the region competitive power. Thirdly, the article has researched the successful cases about characteristic agricultural industry cluster coming from both the domestic and foreign countries. Through these successful cases, we can find out the beneficial to the development in Xinjiang. Fourth, the article has studied the characters and the mechanism analysis of the agricultural cluster in Xinjiang. The article has analyzed the present situations of characteristic agricultural industrial and the characteristic comprehensively in Xinjiang; Then, according to the logic of form of the industrial cluster, the talent resources predominance, planting gathered, the characteristic agriculture products as well as angles, the article has analyzed the formation mechanism of characteristic agricultural cluster in Xinjiang, and latter, separately characteristic agricultural cluster, such as tomato cluster, medlar cluster, red jujube cluster and safflower cluster. Fifth, the article has analysed the competitive of the characteristic agricultural cluster in Xinjiang, and the the barriers to the development of the characteristic agriculture industry cluster. Then the article has carried separately on competitive power analysis of characteristic industry cluster based on the GEM model in Xinjiang and the analysis of the correlation between characteristic agricultural cluster and the region competitive power. Based on the above researches, the article has analysed the chief obstacles which restrict to the development of characteristic agricultural cluster in promoting to competitive power in Xinjian. Finally, the article has carried on the developing construction of the characteristic agricultural cluster in Xinjiang, especialy of the tomato cluster, the medlar cluster, the red jujube cluster and the safflower industry clusterin in the main regions, and has proposed the right developing pattern as well as the corresponding safeguard mechanism.Through the above researches, this article has obtained the following conclusions. First, there are the superior resources and the good foundation for the development of characteristic agricultural cluster in Xinjiang. Secondly, the characteristic agricultural cluster, particularly the red industrial cluster has the strong competitive power in Xinjiang. Thirdly, there is the remarkable relevance between the characteristic agricultural cluster and the region competitive power which is possible for the characteristic agricultural cluster to promote development of the competitive power effectively in Xinjang. But there is no remarkable relevance index, such as the science and technological innovation, the human capital, which is accordant to the prominent questions of the characteristic agricultural cluster in Xinjiang. Fourthly, there are some barriers of restricting the ability of the characteristic agricultural cluster to inhance the competitive power in Xinjiang, such as agriculture ecological environment, the position inferiority, the localization and the layout, disorderly competition, the agricultural capital, science and technology, the leading enterprise, the cluster’s driving influence, the link between production and the processing, the industrial chain, the transmission service, the cooperative organization, the enterprise network, the cluster culture, the government serves, the policy system fetter and so on. To solve the above questions, this article has proposed some corresponding policies and the suggestions. And the article has also proposed that the tomato cluster developing model which must transform from "the leading enterprise" to "the leading enterprise to lead + the government to lead" multi-skill cluster developing model, and the "company + base + specialized cooperative organization vigorously (peasant household)" developing model is adaptive to the medlar cluster, and should breed the "government impels" developing model of the red jujube cluster, speed up the "leading enterprise" developing model of the safflower cluster in Xinjiang.In the course of the above research, the article has shown some innovations which mainly emboded the following aspects:namely according to the region competitive power, the article has investigated the successful cases about the agricultural cluster coming from both the domestic and foreign countries and found out the beneficial apocalypses to Xinjiang; Following the machine-made principle of the industrial cluster, this article has proposed the formation of characteristic agricultural cluster for the first time in Xinjiang; Based on the GEM model, the article has analysised the competitive power of characteristic agricultural cluster in Xinjiang for the first time which is insufficient and the ability to promote the region competitive power is very weak compared with the developed areas; The article has carried on the pearson correlation analysis between the characteristic agricultural cluster and the region competitive power. And the result shows that it is possible for the characteristic agricultural cluster to promote to speed up the development of the region competitive power effectively in Xinjiang; But some indexs, such as market concentration degree and domestic market are still infirm; The article has analysed the developing phase of the characteristic agricultural cluster in Xinjiang for the first time, and proposed the respective developing patterns as well as the corresponding assuring mechanism.
