Urbanisation is an inevitable stage for developing countries. It will generate a large amount of demands while industrialisation will offer supplies that are pulled by demands under the market economy. The process of urbanisation needs a great deal of lands which makes many farmers lost their lands.For China, urbanisation is a huge drive for economic growth. The process of the Chinese urbanisation counting from1949has experienced three particular periods including stable growth, stagflation and hesitation, and quick growth. Each stage has different characters due to the different economic and social developing conditions. Although the Chinese urbanisation has approached several huge achievements, it still has many problems, such as the pace of urbanisation is slower than the pace of industrialisation and the rate of economic development, the degree of urbanisation is still low, unbalance development between different regions, and the macroscopical economic benefits are deficient. In recent ten years, the Chinese government accelerates urbanisation development and the results are positive. However, since the urbanisation requires more and more land resource, the farmers who rely on land production become lost-land farmers.Once farmers have lost their lands for living, they will require a new mode of production. However, since the current Chinese institutional defects of land expropriation, inefficient supervision for the subject of land exploration, and the limit of farmers’low cultural characters, it is hard for these plenty of farmers to change their jobs. The unemployment and low compensation during land expropriation makes their lives harder, so there should be some social security methods to maintain the life assurance of lost-land farmers. Nevertheless, the current rural social security system is not mature while the number of lost-land farmers are annually increasing, which already become a negative influence for the stable development of the Chinese economy.Consequently, how to do research with the urbanisation issues including social security and lost-land farmers is not only an important basis of constructing harmonious society and new countryside, but also rhe objective requirement of improving rural science. This research is also important for the Chinese government to make decision for solving the social security issue of lost-land farmers and maintaining the benefit of lost-land farmers to improve social development. Therefore, the Chinese government and many academics should attach importance to this field.The creative points of this research are reflected from three aspects. Firstly, the paper has innovation for cooperating theoretical research and practical analysis. This article does theoretical research on issues of lost-land farmers and social security, and proceeds sample surveys for lost-land farmers to discuss problems according to the analysis of retrieved data. Through integrated analysis with theories and typical region research, the article is able to co-operate the universality and uniqueness of these issues to enhance the pertinence and credibility of this paper’s research results. In addition, the paper uses comparative study to summarise the achievements, experience, and lessons of foreign solutions towards the issue of lost-land farmers, in order to provide reference to perfect the Chinese social security system.Secondly, the article has innovation for viewpoint. Aiming for improving the depth of the research, the article introduces an empirical research with Xinzhou district in Shangrao. Based on the research data, the paper argues that the deficient for land property system and land expropriation system, and the dislocation of government functions will lead to unsound social security mechanism and unbalance pension system. This is the result of the game between the local government and lost-land farmers, but the adverse factors will influence the pace and quality of urbanisation and may generate huge problems for social stability if the game conditions have not been changed.Thirdly, the paper offers new policy suggestions. Focusing on social security issues of lost-land farmers, the paper combines the experience of typical regions to point out systematic policy suggestions for constructing a social security system, which enhance the operation passibility of institutional innovation. This article emphasises theoretical analysis and typical case research. There are five research characters:firstly, the paper offers theoretical analysis with the Chinese social security for lost-land farmers caused by the urbanisation; secondly, the article analyses the institutional weakness of Chinese lost-land farmers and social security issue; thirdly, the essay compares the experience and development of social security for lost-land farmers in U.S.A., British, German, and Japan, and puts forward the distance of between China and other county towards this issue; fourthly, the paper uses the case of Xinzhou district to practically analyses the issues of current social security system for protecting lost-land farmers; finally, the article concludes the relative institutional innovation and for constructing and perfecting social security model and lawsuit mechanism of interests to protect lost-land farmers.This paper mainly does research on five aspects. The first part introduces the background and means of this research. It starts from evaluating the issues of Chinese urbanisation, concludes the developing experience of urbanisation and illustrates the issues of lost-land farmers and social security generating through the process of urbanisation. The article argues that the low current companions to farmers for expropriation, lack of training skill and education, hard to find a job are key problems for lost-land farmers. The imperfect dural institution of separated economic systems between rural and urban, and the unsound coordination mechanism of interests are the main reasons of this issue. This part also discusses the important of handling this issue, introduces the content, methodology, goal and mean of this essay and summarises the creative points and weakness. In addition, it concludes the foreign developed countries’achievements on social security of lost-land farmers, analyses the relative theory development in China and points out the weakness of these theories, which would be a reference for the Chinese government to perfect the social security for lost-land farmersThe second part has two chapters. Initially, it starts from the issue orientation and concludes the contemporary situation and existing problems of the social security of the Chinese lost-land farmers, and the threats of the lack of social security. Then it reviews relative theories and evaluates the reasons that limit constructing a social security system for lost-land farmers from management and macro institutional aspects. The paper also argues that the deficient for land property system and land expropriation system, and the dislocation of government functions will lead to unsound social security mechanism and unbalance pension system, and uses game theory to analyse the local government and lost-land farmers.The third part is the typical investigation and research analysis at Xinzhou district of Shangrao, Jiangxi Province. This part analyses the characters of urbanisation and the issues that lost-land farmers are facing in Xinzhou, provides integrate illustration with social security methods towards lost-land farmers, and concludes the problems that this district needs to solve to perfect the social security system. The typical investigation and research is the basis for solving these problems.The forth part discusses the design of social security model for The Chinese lost-land farmers and relative policies. It puts forward the necessary for ensuring the principle of constructing the social security model for lost-land farmers, and points out that the cooperation between the Chinese government and collective raising funds, and adaptation between security level and economic development level should be the guide of this principle. The paper advices to construct a public welfare security system and start land property reforms, and set up employment security^medical security、endowment assurance institution for lost-land farmers. In addition, it suggests to build up lawsuit mechanism of interests for farmers and to issue supporting policies for the construction of social security system, which could protect the harmonious society and keep stable of economic development.The final part summarises the whole article and make conclusions, analyses the deficient of the research, and points out the expectation for future research.
