The Study On Development Path Of The Central Plains Economic Region’s Economic Coordination

The economy of China has been developed rapidly since the implementation of reform and opening-up policy. With the constant proceeding of reform and open-up, discordant development of regional economy emerges, and the gap between economic developments is bigger and bigger. Developed economic area formed in the eastern coastal area, relatively developed economic area formed in the central China, and depressed area formed in the vast western area, which is far away from the assumption in the initial stage for reform and opening-up. If adjustment cannot be implemented timely for the development of regional economy, to make regional economic development harmonious, a series of social contradictions and social problems will emerge, leading to adverse influence on the continuous and healthy development of regional economy in China.As the link between eastern and western economic development, the coordinated development of central regional economy not only concerns its own long-term development, but also influences the success of coordinated development of regional economy throughout the country. Under the actual background that the Central Plain Economic Zone turns into national strategy, discordant development of regional economy emerges, which certainly will have adverse effect on the continuous and healthy development of economy in the Central Plain economic region, even the overall situation of coordinated development of regional economy throughout the country. In this research Central Plain economic region is regarded as subject, which is representative of the central region, and theoretical basis of balanced development theory, unbalanced development theory, kernel boundary theory and regional economic integration theory are based on. By establishing model, in virtue of exploratory spatial data analysis method, hierarchical clustering analysis, regression analysis and spatial econometrics analysis method, the coordinated development status, features and problems of regional economy in Central Plain economic region are analyzed in this research, and a general thought is obtained to promote the coordinated development of regional economy in Central Plain economic region. In addition, coordinated development approaches of regional economy in Central Plain economic region is proposed under the guidance of the thought, which can provide guidance and policy reference for the coordinated development of regional economy in Central Plain economic region, and can provide reference for coordinated development of regional economy of other places with same or similar background with Central Plain economic region.The main conclusions of this research are as follows:(1)The spatial correlation of regional economic growth is obvious, but correlation index is not high, and development tendency experiences a process of first up and then down. According to exploratory spatial data analysis method, measurement is done for spatial correlation (spatial autocorrelation measurement) of regional economic development for18provincially administrated municipalities in the Central Plain economic region from2001to2011. The result indicates that obvious positive spatial correlation exists among the18provincially administrated municipalities in the Central Plain economic region. Seen from the variation tendency of Moran’s I index from2001to2011, the correlation index slightly goes up from2001to2007, but the fluctuation is not big. The going down tendency of Moran’s I index in2008is significant, which is mainly related to global financial crisis. The Moran’s I index in2009goes up to some extent, while significant down trend of Moran’s I index is witnessed from2010to2011. Generally speaking, there is correlation exists among the18provincially administrated municipalities in the Central Plain economic region in the aspect of regional economic development to some extent, but the degree of correlation is not high, and coordination of regional economic development is not strong.(2) Unbalanced regional economic development leads to significant differentiation between core area and boundary area. According to hierarchical clustering analysis method and regression analysis method, standardized treatment is done for the indexes of18provincially administrated municipalities in the Central Plain economic region, and calculation is done for the handled data with the help of SPSS Statistics20 software. The result indicates that there is obvious three-level differentiation for the18provincially administrated municipalities in the Central Plain economic region, the industrial base is relatively good, and economic development continuity is relatively good, Zhengzhou is the core area, Luoyang, Xuchang, Luohe, Pingdingshan, Jiaozuo, Xinxiang, Hebi, Puyang and Anyang are the kernel boundary area, although the above cities have certain industrial base, the difference between them and Zhengzhou is relatively large. Kaifeng, Shangqiu, Zhoukou, Nanyang, Xinyang and Zhumadian are cities in marginal zone, the industrial base is relatively weak and economic development is relatively lagged behind. Most of all, the economic development difference between core area and marginal area is relatively large, and the continuity is not strong.(3) The differentiation of economic aggregate and growth rate is obvious, which is especially so in the aspect of population and factors flowing into core area and kernel boundary area. According to spatial econometrics analysis method, we can see from the comparison of economic aggregate and annual average growth rate of18provincially administrated municipalities, obvious polarization is shown for the economic development of Central Plain economic region. Zhengzhou, Luoyang and Xuchang are the representative economic rapid growth areas, and other15cities are the lagged areas with relatively slow economic growth. We can see from the flowing situation of population and factor that population and factors flow into Zhengzhou, Luoyang, Xuchang, Luohe and Xinxiang with relatively good industrial base and perfect service facilities, which indicate the core functions of Zhengzhou and Luoyang are obviously strong, Xuchang, Luohe and Xinxiang which are located in the kernel boundary area are obviously improved, but the difference with Zhengzhou and Luoyang are relatively large, other cities are relatively weak, which indicates that the regional economic development of Central Plain economic area is not coordinated, and the polarization is obvious.According to the aforesaid research result, the approaches for coordinating regional economic development in Central Plain economic region are as follows:①Coordinate industrial development of Central Plain economic region;②economic factor mobility shall be reasonable and orderly;③optimize spatial structure of regional economic development in Central Plain economic region;④promote market integration process of Central Plain economic region.
