Performance Study Of Forestry Industrial Clusters For Heilongjiang State-owned Forest Regions

As the biggest state-owned forest regions among the whole country, Heilongjiang state-owned forest region makes great contribution not only to the protection of the national ecological security but is one of the most important timber producing base. In recent years, Heilongjiang state-owned forest regions has achieved certain effect on adjusting industrial structure and the development of new industry path, however, there still exists some problems like the deficiency of competitiveness and the less development of the scale operation. Hence, it is of far-reaching significance to research how to rely on its own advantage of special forest resources, regional advanrages and industrial base advantage to develop forestry industry and the forestry industrial cluster level, thus to improve industry competitiveness of state-owned forest regions in Heilongjiang province, speed up the adjustment of industrial structure in forest regions, promote the sustainable development of the economy in forestry regions, prosper the old forest industrial bases in north-east, remodel the status of the big forestry province.Firstly, this paper uses the relevant research results home and abroad for reference,, integratedly uses the theory method and knowledge of the theory of system, performance and statistics, analyzes the composition of the forestry industry from the forestry industry and its characteristic, researches formation motivation and advantages of the state-owned forest area in Heilongjiang province, using location quotient model, supplemented by geographic location information of state-owned forest region of Heilongjiang province forestry industry cluster for the concrete measure and judgement, analyzes the industrial distribution of the state-owned forest regions in Heilongjiang province, judges the cycle for the sub-forestry industry of the four forestry administration including Yichun forest region, Mudanjiang forest region, Songhuajiang forest region and Hejiang forest region of the state-owned forestry regions in Heilongjiangprovince. The research result shows that Yichun foret region and Mudanjiang forest region have certain industrial cluster degree, and the two can be used to analyze and evaluate the efficiency level of the forestry administration bureau that have the cluster scale in the state-owned forest regions of Heilongjiang province. Secondly, this paper indentifies and analyzes the influcing factors of foretry industrial cluster performance. Using system analysis method, establishes a framework that influences the performance of forestry industry cluster from the four dimensions of cluster environment,cluster structure, cluster governance, and cluster cycle, and analyzes the mechanism of the effect on forestry industry cluster performance of cluster environment,cluster structure, cluster governance, and cluster cycle, identifies the influcing factors of the forestry industrial cluster performance, thus establishes the forestry industrial cluster performance evaluation index system of input and output according to the effective factors of influence factors of forestry industrial cluster performance. Thirdly, using DEA and manquisit, analyzes the Static and dynamic change trend of the forestry industrial cluster performance of state-owned forest regions in Heilongjiang province, explores the trend and cause of the change of the performance of industrial cluster of the state-owned forest regions in Heilongjiang province. The research result shows that the improvement of the technical effiency is the source and supporting for the increasing of total factor productivity of forestry industrial cluster of state-owned forest regions in Heilongjiang province, on the contrary, the technological level during the whole period appears the trend of decline. The reason for the improvement of technical efficiency lies in on the one hand the pure technical efficiency slightly improved, on the other hand the technical level slightly ascending, that is the main direction for improving the total factor productivity of forestry industrial clusters in state-owned forest regions is to improve technical level of input and output. Fourthly, on the basis of the evaluation for the efficiency level of the forestry administration bureaus that have cluster scale in state-own forest regions in Heilongjiang province, using metafrontier theory, researches the technological gaps between the performance of the forestry industrial clusters and the non-cluster forestry in the state-owned forest regions in Heilongjiang province. The research shows that technology gap rate in state-owned forest regions is increasing, that is, in the forestry industrial clusters of Heilongjiang province, Yichun forest region and Mudanjiang forest region, the difference is narrowing between the company’s operating efficiency based on the group boundaries and the operating efficiency of all the samples(40companies in Heilongjiang Forestry Industrial Bureau) under metafrontier. There is improvement in the whole potential average operating efficiency of the forestry industrial clusters in Heilongjiang province. And the forestry industrial clusters have obvious leading and demonstrating effect for the development of the forestry industry of the stste-owned forest regions in Heilongjiang province. At last, aiming at the fact that there is continuous decline trend in the TGR of the of non-cluster companies, this paper puts forward advices for the transformation of the non-cluster companies by taking advantage of the opportunity that both the central government and local government of Heilongjiang province are strengthening great effort to develop the forestry industrial clusters.To improve the forestry industrial cluster performance is a systematic engineering, an important means to promote the competitiveness of the forestry industry development and accelerating the process of forestry industrialization. This paper makes a specific research and analysis about the forming reason and advantages, and a theoretical analysis of influcing factors for the forestry industrial clusters of the state-owned forest regions in Heilongjiang province, and also a research and ayalysis for the static and dynamic viration trend of the forestry industrial clusters, which can be a theoretical support and policy reference for the forestry industry development of the state-owned forest regions in Heilongjiang province.
