| Resource is what human being depends on to survive and develop. Without using the resources, there would be no development of human or progress of society. The appearance of technological resources, as the first resources of economical society, has changed the traditional arrangement which gives priority to natural resources. DaGang Oilfield is an old one that is with various geological style, broken exploration areas, mingled contradictions and complicated underground. Nowadays this company has a few problems. The scientific research institutions are not designed correctly and full of duplication: the expenditure for scientific research is not used directly and then wasted: there has still been distance following those situations of the international large oilfield companies. For all the reasons above, it is a realistic and urgent task for them to change the decentralized structure of the technological resources and the scientific research institution, as well as to optimize the disposition.This paper offers the definition, intension and extension of technological resources and also states the importance on the creation of it. Directly appointing to the connected theory of disposition of the technological resources, this paper has advanced some countermeasures to prove the disposition of technological human resources, financial resources and material resources and then to raise the ability of technological creation. This is based on the fact that the paper has analyzed the company's problems in this circle, concluded some international companies'experience and combined the requirements of CNPC. The foundation is the systematic, long and rolling arrangement of the item research and the object is the disposition of software resources and hardware resources, inner resources and outer resources, macroscopic resources and microcosmic resources, as well as administrative system and propulsive system. |
