The attribute of the road transport industry, which is the basic criterion for the regulationpolicy evaluation, is the logic starting point of the regulation for road transport market. Noother than the attribute of the transport which the transport regulation policy based on, thetransport regulation policy could induce and promote the healthy developing of the transportindustry. The attribute of the transport industry has many properties, such as objectivity,relativity, versatility and dynamics. the dissertation regards three elements as the essentialones which are the road transport technical and economic characteristics, carrier`s economicattribute and the road transport industrial organization characteristics.Firstly, recognizing the attribute of a road transport carrier is not only the element task ofdefining the boundary line of the road transportation market and further subdividing it,butalso the significant precondition of chosing the market regulated object. The studing on thenature of a road transport carrier behivoir plays an important role in the road transport markettheory both in home and abroad.An investigation on the problems about for-hire and non-for-hire road transport in chinaindicates: many divergences do exist among the defferent regulation governments of thedomestic transport market, which, unfortunately, the kinds of the doubt regulation policies hasworked for over30years. Many problems, such as contradiction and conflict in the market,wicked and unfair behaviors from regulators, are relative to the blurring the commercial andnon-commercial borders, to the extensive classification of road transport carriers, to the lackof regulating to the regulators as well.The study on the the attribute of a road transport carrieris a essential task to enriching the transport regulation theory.the study on the attribute of a road transport carrier in the dissertation includes inspectsbelow:(1)the economics characteristics of the road transport behivoir,which aim atdistinguishing between commercial transport and non-commercial transport.in china,it is thebegaining of the transport market regulation to distinguishing between commercial transportand non-commercial transport.more or less the same,in many west developed countries, thenature of the road transport behivoir is the first step to study the regulation of the transportmarket.for example,motor carriers are divided into two kinds of carriers:for-hire carriers andprivate carriers。(2)Based on the answer to the primary attribute of the road transport carriers, the thesissupplies the further researches on the road transport carriers subdivision according to thedemands of the domestic road transport market regulation. This subdivision for the roadcarriers is the first step of the subdivision for the transport market, and the preconditions forenhancing the pertinency of the transport market regulation policy as well.compared with thewest developed counties, subdivisions for the road carriers in china have be more rough for along time. Which way should be chosen and how many types should be divided for the roadcarriers assortment, to some extent, depended on how convenient to the regulatorsthemselves in the past.it is not enough for the transport carriers being devided into for-hireand non-for-hire carriers only.Further subdivisions for the road carriers is an imperativeworks.Secondly, based on the traditional SCP framework, the thesis does research works on the performance of road transport market, presents a new SCP model on the basis of line marketand bloack market theory. Meanwhile a case study has been accomplished according to thestatistics and survey data from the road market in Shaanxi province.Thirdly, the road transport technical and economic characteristics vary from segmentalmarkets. The regulation policy for the road transport market should give Full attention for it.The dissertation has borne some fruits below:(1) The attribute of the transport industry is the logic starting point of the regulationpolicy for road transport market. The attribute of the transport industry has many properties,such as objectivity, relativity, versatility and dynamics. Studying the the attribute of thetransport industry from the road transport technical and economic characteristics, carrier`seconomic attribute and the road transport industrial organization characteristics is an originalangle of view.(2)Redefined the for-hire road carrier:A for-hire road transport carrier supplies a kind ofa transport service for pursuing profit which serves other people but the carrier himself. Theservice must been met three conditions at the same time only:(a) pursuing profit,which isthe core condition;(b) serve other people,which is the object condition; and (c)“supplytransport servince”, which is the content condition. In addition, forming a beharior list is aneffective way for distinguishing the transport carriers which are controversial each other.(3)The thesis establishes the concept of line market and block market for the roadpassenger transport market which is the first step to recognizing the market correctly.Typically, competition of scheduled passanger transport carrys out in a further subdivideline market.The model of concentration ratio of common market is improved for the linemarket. The model ofHHIis the substitution for the model ofHHI.(4)The object choosing, the aim and the parameter of regulation for the road passengerindustry: the eye-focus should be transfered from the regional market to the line market.theaim of the road passenger transport industry regulation is puscuing the more opening of theroad passenger industry. One of the most important parameter of regulation should be thelimited higest price machanism establishing under which a carrier is allowed to have the rightadjust the scale of transport force to the market demand.(5)The object choosing, the aim and the parameter of regulation for the road freightindustry: the eye-focus should be transfered from the primary carriers to (Non-vehicleOperating Common Carriers, NOCC) and freight transport tangible market operators; the aimof the road freight transport industry regulation is enhancing the organizational level of theroad freight transport industry. The most important parameter change of freight marketconstruction regulation should be from the scale of the fleet owned by primary carriers to thesystematism rate, market share, ect..
