Research Of Contribution Rate Of Marine Science And Technology Progress Of Zhejiang Based On Solow Model

As global innovation into a new era of science and technology, strategic emergingindustries, on the basis of the high and new technology of Marine,will become thestrategic focus of the global economic recovery and social and economic development.Zhejiang province is a big ocean province, science and technology starting sea relates notonly to development of the economy and social in Zhejiang, but also relates to the overallof national marine development strategy and regional development. Therefore, we shouldin-depth study the relationship of between marine science and technology progress andeconomic development, and understand and evaluate the role of marine science andtechnology in economic development, and make a quantitative analysis, these all hasimportant theoretical and practical significance.This article first reviews present studying situation of the contribution rate of scienceand technology progress and contribution rate of marine science and technology progressat home and abroad, and illustrates theories of the progress of science and technology andeconomic growth. Secondly, the paper talked about the Solow model from its theoreticalfoundation and its origin, and emphatically detailed expounds the derivation process of themodel,and has been clear about connotation, determination, adjustment and method of useof the model parameters and indicator variable,and put forward its own views. Then, on thebasis of collection of the marine and the marine industry economic data, I use Solowresidual method to calculate the contribution rate of science and technology progress of themarine economy and part marine industry in Zhejiang in the tenth Five-Year period andthe Eleventh Five-Year period. Calculation result indicate that there is some distancebetween the current level of marine science and technology progress contribution rate andthe goal of laiding down in the sea plan of science and technology in Zhejiang Province,reached70%by2015. Finally, on the basis of analysis of calculated results, the article putsforward the corresponding countermeasures and suggestions about improving Zhejiangmarine scientific and technological progress contribution rate, this is from several aspectsof ocean planning,ocean mechanism, marine science and technology system, marinescience and technology education, marine science and technology policy and ocean scienceand technology inputs.
