Rearch On Technology Progress Of Jiangsu High Technology Industry

High-tech industry is an important position in international economic andtechnological competition. The development of high technology and basic industry, topromote the upgrading of the industrial structure, improve labor productivity andeconomic benefits, has an irreplaceable role. Not only pay attention to the digestionand absorption of advanced technology introduction, but also attach importance to theindependent innovation of the high-tech industry, make use of all favorable resources,improve the technical level of Jiangsu high technology industry. This paper on thebasis of the new classical theory of economic growth, use Solow residual method toobtain the contribution rate of technological progress of high technology industry inJiangsu province, and study whether the main source of technology progress is theintroduction of technology or the independent innovation.When we measure the Contribution rate of technological progress,we use the CoBbu Douglas production function. By linear regressing we determinine the capitaloutput elasticity which is0.67and the labor output elasticity which is0.33.Thencalculate the contribution rate of technological progress,contribution rate of labor,contribution rate of capital. In1996-2009,capital growth is a significant factor inJiangsu high technology industry growth, In most years capital contribution rate ismore than50%. Technology progress is the second factor to promote the high-techindustry growth, in most years it’s always positive and more than30%. in the earlystage the growth of the labour did not promote the high-tech industry growth,it waseven a obstacle.This paper divides the source of technological progress into two channels:independent innovation of endogenous and exogenous introduction of technology.Measure the sources of technological progress, we recognize that independentinnovation is the main source of technological advancement of high-tech industry inJiangsu, and the reason why the independent innovation have a better effect thanintroduction of technology in promoting technological progress, mainly the followingproblems: first, Developed countries strict protection of intellectual property rights,they will not transfer the state-of-the-art technology easily;second, Repeatedintroduction, a waste of money; third, Hard to digest and absorb the importedtechnology cause falling into the odd model "introduction-backward-andintroduction-and then backward"; fourth, In the investegation, scrutiny notstrictly,purchase technology carelessly. Analyse the technology introduction, focuses on the analysis of high technologyindustry digestion and absorption ratio, the Jiangsu high technology industry invarious trades of digestion and absorption ratio is not high, the best medicinemanufacturing industry is only1:0.77, far from the1:5-8of Japan and South korea.High-tech industry should pay special attention to the digestion and absorption ofimported technology, to fully digest and absorb. As for independent innovation,pharmaceutical manufacturing and aerospace manufacturing industry are moreefficient, and as a result of the scale in-efficiency the other three sectors are lessefficient, these industries are at the decreasing stage of the scale return.
