First, the paper discusses the methods of how to measure the science and technology progress contribution rate to economy growth and the corresponding home and aboard literature respectively. Second, makes a brief introduction of corresponding theorem. Based on the above work, this paper selects nonparametric method to measure the science and technology progress contribution rate to economic growth of Shijiazhuang city based on the principle of Solow Residual. The main contents are as follows: Fist, designing the measurement solution within which the paper stresses how to measure the net amount of fixed capital stock, the discount rate of fixed capital and production elasticity coefficient of capital and labor. Then, based on the solution and the corresponding national accounting data of Shijiazhuang city, the paper measures the science and technology progress contribution rate to economy growth during the period of 1981-2013 for Shijiazhuang city. The result indicates that during 1981-2000, the city's science & technology progress level had been kept a relative low level implying capital and labor input are the main factor of economic growth of Shijiazhuang city during that period. After 2000, the contribution rate has been increased significantly, reaching at around 40% implying the contribution of science & technology to economic growth made a great progress. At the last part of this paper, the paper makes a appraisal of the city's science & technology progress level and proposes several policy suggestions.
