Social and economic sustainable development has become a global consensus. Recycling economy, as an important measure and direction to promote sustainable development, exerts a profound impact on the social economy. Agriculture is a basic industry that directly uses natural resources for the production and an industry under the greatest impact of natural resources and ecological environment. It is closely linked with ecological construction. The report at 18th Party Congress incorporates ecological civilization construction into the overall layout of socialism with Chinese characteristics and clearly states:"constructing ecological civilization is a long-term plan in relation to people’s well-being and the nation’s future." Moreover, the report stresses that China should make significant progress in constructing resource-saving and environment-friendly society, vigorously develop the recycling economy and promote the reduction, reuse and recycling in the production, circulation and consumption. Therefore, in the development of modern agriculture, we must focus on the construction of ecological civilization and vigorously develop agriculture recycling economy, which plays an crucial role in the sustainable development of the whole country and the region, serves as an important means to implement the people-oriented and sustainable scientific development concept and becomes an inevitable choice for agriculture in Hubei Province to achieve sustainable development.In this study, first of all, recycling economy is introduced into agricultural development in Hubei Province which has a weak agriculture base and a fragile ecological environment. On the basis of relevant theories and research results of agriculture recycling economy, a quantitative comprehensive evaluation is made for the development status of the agricultural recycling economy in Hubei Province. Secondly, according to regional characteristics, different agricultural recycling economic modes are chosen for different regions. Moreover, an in-depth analysis is made of main factors affecting farmers’ participation in agricultural recycling economy development. Lastly, the support system framework promoting the development of agricultural recycling economy in Hubei Province is put forward. The ultimate objective of this study is to make the development of agriculture in Hubei Province follow the laws of ecology and economics and use agricultural resources and environmental capacity in a scientific and efficient way, thus making agricultural economic system and the natural ecosystems harmonious and unified and achieving sustainable development of agriculture in Hubei Province.This thesis falls into eight chapters.The first chapter is the introduction. In this chapter, an introduction is made to the research background, objectives and significance and research trends at home and abroad to illustrate ideas and methods and possible innovations of this research.In the second chapter, the theoretical basis of agricultural recycling economy is introduced. Theoretical discussions of sustainable development, recycling economy and ecological economy as three theoretical bases of agricultural recycling economy are made. On this basis, an in-depth analysis is made of connotations and basic principles, main features and operating modes of agricultural recycling economy to form important theoretical bases of this research.The third chapter introduces the development status of agricultural recycling economy in Hubei Province. On the basis of collecting materials about the development status of economy and agriculture in Hubei Province, SWOT analysis is adopted to analyze the development of agricultural recycling economy in Hubei province:it has internal strengths, such as geographical strength, ecological strength and sufficient basic conditions. It has many internal weaknesses, including weak economic strength, instable agricultural foundation, fragile ecological environment, poor agricultural science and technology, lack of effective labor and so on. It has external opportunities, such as the introduction of national preferential agricultural policy, the promotion of 11 major projects in Hubei Province and the implementation of the "Six Actions". It encounters external threats, such as agricultural industrialization, agricultural mechanization and agricultural informatization.The conclusion can be drawn that agricultural recycling economy development in Hubei Province has made staged achievements. Systems used by all levels of governments to provide protection for agricultural recycling economy have been gradually perfected. The agricultural recycling economy made has been promoted rapidly. By changing the mode of production, the overall efficiency of the economy, society and ecology has become increasingly distinct. However, with the gradually thorough development of agricultural recycling economy, existing problems have become increasingly distinct, including the shadow knowledge of farmers for agricultural recycling economy, week awareness of farmers to participate in agricultural recycling economy, the increasingly deteriorated natural ecological environment in Hubei Province, lack of effective social support, unsatisfactory agricultural technology research and development and research results popularization, great emphasis on " recycling" but little emphasis on " economic" and lack of a reasonable price system for agricultural resources.In the fourth chapter, comprehensive evaluations of the development of agricultural recycling economy in Hubei Province. The Delphi method is used to build an evaluation index system for agricultural recycling economy in Hubei Province. The comprehensive index analytical method is used to make a comprehensive evaluation and analysis of agricultural recycling economy in Hubei Province. The results of comprehensive evaluation on the development benefit indicate that the agricultural recycling economy in Hubei province transformed from "Poor" in 2002 to "Good" in 2011, its development process can be divided into three stages:The first stage is the stagnant stage of development before the 2002. During this period, the comprehensive benefit of the evaluation on the development of agricultural recycling economy was 3.5334, which was the lowest in the decade. The second stage is the slow development stage from 2003 to 2007. During this period, China’s agricultural recycling economy got slight development, the comprehensive benefit evaluation value increased from 3.5334 in 2002 to 5.4418 in 2007, with average annual growth rate of 38.2%. The third stage is the rapid development stage from 2008 to 2011. During this period, the agricultural recycling economy in Hubei province got rapid development, with high growth rate. The comprehensive benefit evaluation value increased from 5.4418 in 2007 to 7.4847 in 2011, with average annual growth rate of 51.1%.The results of comprehensive evaluation on the development level indicate that show that from 2002 to 2011, the overall agricultural recycling economy in Hubei Province tended to be constantly improved. The value of comprehensive evaluation index for agricultural recycling economy development in 2011 is 1.87 times of that in 2002. The average annual increase rate is 6.45%. Among them, resource recycling plays the greatest role in promoting agricultural recycling economy. Moreover, economic and social development also plays a great role in promoting agricultural recycling economy. However, the role of investment on resource reduction and resource environment safety in promoting agricultural recycling economy is quite limited. Therefore, they become key factors hindering the agricultural recycling development in Hubei Province. According to obstacles diagnostic results, in 2011, investment on resource reduction was the greatest factor hindering the agricultural recycling development in Hubei Province. Its obstacle degree was 24.06%. The second greatest factor was resource environmental factors. Its obstacle degree was 19.12%. The third greatest one is resource recycling (whose obstacle degree was 9.73%). Economic and social development is the one with the smallest obstacle degree (5.79%).In the fifth chapter, research on the partition mode of Hubei agricultural recycling economy is made. Based on research results, modes of Hubei agricultural recycling economy are divided into five types including the agricultural by-product recycling, three-dimension compound, deep processing of agricultural recycling industry chain, rural eco-home industry and multi-industry-combined recycling agricultural zone which cover a total of 14 modes. Moreover, in accordance with the conditions of agricultural resources, economic and social development, agricultural resources investment and recycling use of resources as four categories of indicators, an indicator system is constructed. With the clustering method, the Hubei Province is divided into four agricultural recycling economy development zones:Wu’e Agriculture Recycling Economy Development Zone, Plains Agricultural Recycling Economy Development Zone, Central Agricultural Recycling Economy Development Zone and Eastern and Western Marginal Agricultural Recycling Economy Development Zone. It is recommended that for different zones, different agricultural recycling economy modes should be chosen by taking local conditions of different zones into accounts, in hope of guiding the agricultural recycling economic development of different zones in Hubei Province.In the sixth chapter, an empirical analysis is made of factors affecting farmers’ participation in agricultural recycling economy. Based on the sub-regions divided in the former chapter for agricultural recycling economy in Hubei Province, theoretical analyses and practical research are made on farmers’willingness to participate in agricultural recycling economy. According to analyses and research, it can be seen that factors affecting farmers’willingness to participate in agricultural recycling economy are diversified. Factors exerting a significantly positive impact on farmers’participation in agricultural recycling economy include education levels of farmers, main family-run industries, annual household income, whether they have waste treatment facilities near their houses, their awareness of the agricultural recycling economy (recycling agriculture), their attitude towards green organic products, their understanding of organic fertilizers, the role of governments and the role of agricultural cooperatives. Factors exerting a significantly passive impact on farmers’participation in agricultural recycling economy include the Age farmers and non-farm payrolls.In the seventh chapter, practices and experiences are expounded on the development of agricultural recycling economy for Japan, Germany and the United States, and some enlightenments are obtained: in order to sustain healthy and rapid development on agricultural recycling economy, China should set up the idea of agricultural recycling economy, establish and improve the legal system of agricultural recycling economy, establish and perfect the preferential policy system of agricultural recycling economy, intensify technology and education of agricultural recycling economy, select scientific model of agricultural recycling economy. Foreign practices, experiences and enlightenments of agricultural recycling economy development provide practice basis for supporting system research behind of agriculture recycling economy development in Hubei province.In the eighth chapter, research on the support system of agricultural recycling economy in Hubei Province is made. The development status of agricultural recycling economy in Hubei Province and an analysis of factors affecting the development of agricultural recycling economy are taken as the research foundation to build a support system framework for Hubei agricultural recycling economy including the concept system, technology system, policy and regulation system, market mechanisms system, information service system, management system and financial system as three systems. Moreover, countermeasures and suggestions for optimizing the support system are put forward, so as to provide a theoretical basis for creating a favorable environment for supporting the agricultural recycling economy in Hubei Province.The ninth chapter is the conclusion part. Based on research and analyses made in the previous seven chapters, main conclusions of this thesis are drawn. Moreover, problems to be further explored are presented.
