Inclusive growth is a new concept for the path choice of economic development and land use is an important supporter of economic development, so study of land use state and patterns on the perspective of inclusive growth not only can respond to social thinking of changing land use patterns, but also can become an effective way to promote inclusive economic growth. This paper tried to research on the inclusive land use of 31 provincial regions in mainland China. The main research contents and results are as follows.(1)This paper analyzed the logical relationship of inclusive growth, economic development and land use from two aspects of basic social relations and expand economic relations, and put forward the IEL triangle. IEL triangle showed that promoting inclusive economic growth could be divided into two types, respectively, based on land use or not.(2)According to the Pro-poor theory and Lorenz curve, inclusive land use model was established. The model showed that the actual inclusive state of land use can affect the gap between the rich and poor. Change of land use patterns can help actual inclusive state of land use move to procedural inclusive state of land use, finally close to perfect inclusive state of land use. Strategic evaluation results showed that the actual inclusive state value of national land use is 0.577 from 2000 to 2010, and it’s far from the perfect inclusive state of land use(value is 1).(3)Microcosmic evaluation indicators system of inclusive land use was established based on resolving macro strategic evaluation’s indicator. This paper evaluated the provincial land use inclusiveness by using TOPSIS method, and built the mapping relationship between macro evaluation results and micro evaluation results to classify the grade set of inclusive land use. Results showed that 31 provincial regions’ inclusive state of land use can be divided into 5 grade sets and the coincidence rate reached 93.54% which represented a highly consistent state.(4)This paper also put forward the inclusive system frame of land use and analyzed its pressure state according to the System theory. In this system, government is the main point which can influence the system’s function. It guided process elements in game playing and assembling so that the system can complete its evolution and optimization. The unfair situation which was formed by historic choice of land system was the main pressure on inclusive system of land use. Pressure sets contained land system pressure, distribution system pressure and security system pressure.(5)According to the result of inclusive land use system’ pressure analyzing, this paper analyzed the distribution experience of land use of other countries and regions to put forward the response mechanism based on PSR frame. The pressure response mechanism for inclusive system of land use consisted of 3 layers and 8 response measures. Different grade set of land use inclusiveness had different demand for response measures. Grade 1, grade 2 and grade 3 need to pay more attention on distribution response mechanism while grade 4 and grade 5 need to pay more attention on system response mechanism and distribution response mechanism.
