The logistics industry is the basic and strategic industry of national economic development. With the low-carbon economy’s development in recent years, the low-carbon logistics will inevitably become the development direction and trend in the future. As the important carrier platform of the development of logistics industry, the Logistics park is bound to achieve low carbon development, which is an important way to create competitive. So How to evaluate the competitiveness of low-carbon development is a new task in the process of logistics industry development.To solve this problem, a large numbers of articles at home and abroad are read. And after comprehending the theoretical foundation and articles, this thesis analyzes the main factors of the competitiveness of low carbon development of Logistics Park by using the thought of Pressure- State – Response and Value Chain and brings forward a set of evaluation index system Then the evaluation method based on the Gray Comprehensive Evaluation and Network Analysis(G-ANP) is set up, and finally the model is applied in reality. The main contents of this thesis include:Firstly, basing on the related researches, this thesis tries to put forward the concept of the competitiveness of low-carbon development of Logistics Park combined with large numbers of documents. Then make analysis of its characteristics.Secondly, using the thought of Pressure- State – Response and Value Chain,This thesis analysis the influence factors from different angles, and finally summarizes four components, that is, Facilities and equipment, Information Technology, Management factors and Environmental factors.Thirdly, combined with the Energy and Carbon Emission which is the intuitive indicator, a set of evaluation index system is set up from five aspects. this thesis provides the G-ANP method to establish evaluation model, considering the gray characteristics of the research question. Then it gives the process of model in detail.Finally, the model is applied in evaluating the competitiveness of low-carbon development in a certain logistics park, and analyzes the evaluation results which provide important reference for the park’s development and making decision in the future. And it also compares with the results using Fuzzy Comprehensive Evaluation and Analytic Hierarchy Process(F-AHP) to verify the feasibility and validity of G-ANP method.
