Economic Mechanism, Efficiency Evaluation And Path Selection Of China's Characteristics Green Development In New Era

Green development is a complex issue that all countries and regions in the world are facing at present.It is also a new task of high-quality economic development in the new era of our country.It is also a new requirement to further promote the change of production and lifestyle and promote the construction of ecological civilization.It has great significance for harmonious development of human beings and nature,building a beautiful China,enhancing people's happiness,realizing the great rejuvenation of the Chinese nation and realizing The Two Centenary Goals.China's economic development has entered a new era,and the status of green development in the national development strategy has been highlighted.The intersection of the overall layout of "five in one" and the five new development concepts is green development.At present,China's natural resources and environmental capacity constraints are increasing,comprehensive improvement of the quality of the ecological environment is facing greater pressure.In order to realize the green development goals of the 13 th Five-Year Plan period and meet the needs of the green transformation of the social and economic development model,it is particularly necessary and urgent to study how to promote the theory and practice of green development in the new era.Basing on the practical background of green development in the new era,and using the related theories of political economics,development economics and resource and environment economics,following the thought of theoretical interpretation,practice analysis and path selection,this paper defines the connotation and characteristics of green development with Chinese characteristics in the new era,points out that green development is a long-term and complex systematic project,which involves the complex interest relationship orientation of economic subjects at various levels,such as enterprises,families and governments.It involves adjustment of behavior of various market subjects,upgrading of industrial structure,coordinated development of regions,role of local governments and the design of institutional arrangements.It is necessary to comprehensive,systematic and in-depth theoretical and practical investigate to the operation of national economy from the perspective of the micro,medium and macro aspects in economics.Based on this,this paper constructs an analytical framework of behavior transformation at the micro level,coordinated promotion at the medium level and institutional guarantee at the macro level.And then,this paper systematically analyzes the economic mechanism of green development from these three aspects,theoretically explains the problems and constraints of green development.In order to put the theoretical research into practice,this paper uses data envelopment analysis method(DEA)and SBM model to measure the green development efficiency of China from 2006 to 2015.It objectively evaluates the overall efficiency status of the national green development practice in the past 10 years from a macro perspective,calculates the green development efficiency of 30 provinces,as well as the eastern,central and western regions from meso level,and evaluates the differences of green development level among different regions under the same Institutional system by comparative analysis of the results.Furthermore,the index system is designed from six aspects: green production,green life,economic structure,influence of local government,level of culture,science and technology and level of economic development.Tobit model is used to empirically test the influencing factors of green development efficiency in the whole country,the east,the West and the eight regions,which provides a realistic basis for further promoting green development in the new era.Finally,on the basis of theoretical explanation and empirical analysis,this paper puts forward the micro-,meso-and macro-path choices for China to comprehensively promote green development in the new era,this path selections including: the behavioral transformation path of green production and family green life in micro-level economic bodys;the coordinated promotion path of industrial restructuring and upgrading,regional coordinated development and the role of local governments in meso-level.At the macro level,green formal system,informal system arrangement and institutional guarantee path of incentive and constraint implementation mechanism design.The innovations of this paper are as follows: Firstly,the analysis framework of promoting green development is constructed.The promotion mechanism of green development of the whole national economic system is comprehensively analyzed from three aspects:the behavior transformation of economic subjects at the micro level,the coordinated promotion of industries,regions,local governments and macro-level system guarantee.Secondly,explaining the connotation and characteristics of green development with Chinese characteristics in the new era and putting forward that behavior transformation at the micro-level is the basis of promoting green development,the key to promoting green development is to promote the coordinated promotion at the meso-level,and the macro-level system arrangement and design is the guarantee point of promoting green development.Thirdly,this paper uses non-directional SBM-DEA method to evaluate the overall efficiency of green development in China,provinces and subdivisions,and further exploratory selects the influencing factors of green development efficiency from six aspects of green production,green life,economic structure,local government influence,cultural and technological level and economic development level,and constructs Tobit model to carry out an empirical test on the whole country,the east,the West and the eight regions,which provides an empirical basis for the precise implementation of green development policy.
