China has paid attention to transformation of the mode of economic development for a long time, since it was clearly pointed out during the Fifth Plenary Session of the14th Central Committee in1995.The17party congress report has put forward the Sound and Fast Development, one important aspect of which was to accelerate economic restructuring and transformation of the mode of economic development. Although there was a change of only a single word from "economic growth" to "economic development", the content and concept of development has undergone significant changes. The"economic growth" only emphasized raise in quantity, while the "economic development" pay more attention to the improvement of economic structure and quality. The change reflects substantial progress of concept of economic and social development. In Socialistic Economy System, the mode of economic development is tranformed in the special condition of our country, that is the central position and the leading role of state-owned economy in the whole national economy, which determines the main force to accelerate transformation of the mode of economic development in China could be the state-owned economy.On the basis of the theory of development economics and institutional economics, etc. This paper discriminated intension and extension between "economic growth" and "economic development", and made clearly that way out of our economic and social development lay in the transformation of the mode of economic development. With useful results of economic growth and monopoly economic therories, this paper arrived that the key of transformation of the mode of economic development lay in the transformation of state-owned economic which hold a leading position. Then this paper accordingly determined the perspective and topic of our research, for providing theory evidence for building a full set of goals, standards, evaluation systems and mechanisms of state-owned economy transforming the mode of economic development. The theory of New Institutional Economics provides a theoretical basis for analyzing the current situation of state-owned economy development mode and its genesis. In the history of state-owned economic reform development, we focused on sorting those institutional factors, that is because, on one hand, the system provide the external environment for the transformation of economic development as a whole, the other hand, it provides system power, which is one of the important reasons that resulted in the serious lagging behind of the state-owned economy’s changing mode currently. From the perspective of state-owned economy, this paper wanted to acquire the real perception of China’s overall economic development. Then this paper correlated the mode of economic development of state-owned economy with the overall mode and hoped lever to transform the mode of economic development of the overall economy through the state-owned economy. We constructed the logical and structural framework of national economy, state-owned economy and the mode of economic development. Within this framework, this paper made more comprehensive, in-depth, systematic research on relevance between the mode of economic development of state-owned economy and its influencing factors, especially on the causes and effects of state-owned economic reform.This paper firstly reviewed and overviewed the concept of transformation of the mode of economic development, explored the theoretical premise of transformation of the mode of economic developmen of state-owned economy. Proceed from China’s actual conditions, this paper defined the importance and urgency of transformation of the mode of economic development of China’s state-owned economy, analyzed the mischief of seriously lagging behind transformation and claim for accelerating transformation of the mode of economic developmen of state-owned economy which played a key role in the whole economy. The difference from previous studies was that this paper not only defined that state-owned economy played a key role for transformation of the mode of the whole economic development, but also pointed out the important reasons of impeded transformation of the mode of economic developmen of state-owned economy, that was lack of a scientific mechanism of power and interests, which has led the lack of motivation to transform the mode of economic developmen of state-owned economy. So this paper presented a proposition that institutional factors, mechanism of power and interests has become the key factors in transformation of the mode of economic development of state-owned economy.Starting from this proposition, this paper made empirical analysis on the mode of economic development during the economic reform process of China’s state-owned economy and summed up four level of reasons why transformation of China’s state-owned economy was seriously lagging and lack of motivation system, including economic development policies, economic system, incentive and restraint mechanisms. And made a comparative analysis of evolution, changes and developments of foreign mode of economic development under different system and mechanism.This paper built science mechanism (a large part are property rights and decision-making mechanism) and dynamic mechanism(dualistic operational mechanism of State-owned economy) which was conducive to the transformation of the mode of economic development, and gave target of state-owned economic transformation was to establish a reasonable system of property rights, decision-making system and dynamic mechanisms. Finally, this paper put forward the policy and suggestion to accelerate transformation of the mode of state-owned economic development during the12th Five-Year Plan Period.
