| Currently, China’s social economy is in the key period of transition and adjustment. In response to the complex and volatile development situations at home and abroad, in order to improve China’s comprehensive strength and international competitiveness, our country has proposed the Innovation Driven Development strategy. As a technical innovation system, the combination of industry, university and research is a breakthrough to comprehensively promote the construction of national innovation system, which transforms knowledge into productivity to accelerate the transition of economic growth and development by integrating scientific research, technology, industry, capital and other elements. Decades of domestic and international practice has fully proved that the industry-university-research(IUR hereinafter) cooperation, which provides an inexhaustible driving force to the economic and social development, is an effective form of technological innovation and an important power to promote economic growth and transition. Therefore, the study on the IUR cooperation will make great sense to the promotion of national economic and social development.The relationship between the government and the market has been a hot topic in economics. After the new nation, our country had been in the long period of the planned economy, until the opening up in1978, the market economy started to continuously grow and expand in the past30years, while, there were still widespread controversies about advance and retreat between the government and the market. The IUR cooperation is a kind of market behavior in essence, even so, governments have attached great importance to it because of its importance to the economic and social development. In China, government-led IUR cooperation is the main form in past days. And by strongly governmental promotion, China’s industry, research and development of qualified personnel have achieved fruitful results, which makes important contributions to the30-year rapid growing national economy. However, with the market economy system perfecting and the socio-economy developing into a higher level, the government-led IUR cooperation also exposed many problems:resource waste, inefficiency, less competitiveness and so on, which require China follow the market laws in the area of IUR cooperation to fully play the role of the market. The market-driven IUR cooperation has been a society consensus.However, viewing China’s market-driven IUR cooperation results, our achievements are still few. Therefore, this article, focusing on the practical developing needs of market-driven IUR cooperation, basing on theories including trade theory, innovation theory, knowledge economy theory, industrial cluster theory, triple helix theory, strategic alliances theory of, collaborative theory and the "economic man" theory, puts forward an operation mode of market-driven IUR cooperation, which analyses status, problems and causes of China’s current IUR cooperation, and gives advice and suggestions to promote the benign development of IUR cooperation, economic growth and development transition, with reference to the practice of IUR cooperation at home and abroad.Drawing on the experiences of developed countries of IUR cooperation, after analyzing IUR cooperation in different provinces, this article found that the high degree of marketization in one region, the more rapid economic growth, the more reasonable structural adjustment, and the more adequate development potential it is. This article studies on the current situation, problems and causes of IUR cooperation. China’s IUR cooperation experiences three stages:absolute government-oriented, strengthened government guidance, the combination of government guidance and market-driven, which has the characteristics that it is highly impacted by national macroeconomic policies, the dominant position of enterprises has been gradually established, the policy system has been continuously improved, the cooperation model is rich and the effectiveness is more prominent.While issues are also need to be realized that the source structure of research grant is far from rational, provincial imbalance in expenditures of research grant and talent pool is still serious, not enough emphasis on basic research has been played, imbalance exists in fields of research and investment and high-tech segments. After a comprehensive analysis, the article holds that the reason of the presence of above problems in IUR cooperation is mainly because of the presence of uneven development and inadequate macroeconomic policy systems. China’s IUR cooperation is still in the early stage of development.By deep study on problems of China’s IUR cooperation, this article makes suggestions as follows:the first is to performance good governmental functions, emphasize the special role of the government in ensuring orderly trading on the market, accelerate the pace of marketization, improve the financial and investment system, perfect intermediary service platform, enrich and innovate the mode of IUR cooperation. The second is to speed up the amendments completion of achievements conversion, laying foundation and assurance for property rights. The third is to promote and improve the Sabbatical Leave system, forming a benign systematic environment for supporting and encouraging deep scientific research, innovation and entrepreneurship. The fourth is to strengthen the development of qualified personnel, build a high-end talent team, drive the rapid development of IUR cooperation, meanwhile, increase efforts to train personnel and reinforce the talent foundation for IUR cooperation. The fifth is to strengthen the supporting efforts to backward areas. To the problems of our existing imbalance in regional economic development, we need to increase the special support from the national level to IUR cooperation in the backward areas, through the effect of industrial transfer, technology transfer, system optimization and the use of financial leverage and so on, give full play to the late-mover advantage, promote regional economic growth and development transformation by effectively carrying out IUR cooperation.
