Reducing emissions from deforestation and forest degradation, plus the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries (REDD+) is a fulfilling mechanism under United Nations Framework Convention on Climate Change. I t will provide finance for forestry development and contribute to the goal of forestry development, while enhance capacity for fulfilling UNFCCC through implementing REDD+projects in China. It is necessary to implement REDD+projects in national level under the guidance of management, monitoring and assessment system that meet the UNFCCC CP’s requirement because of complexity of procedure and modalities for REDD+mechanism. The objective of this study is to provide guideline for decision-maker of climate change policy and REDD+project manager. In order to meeting demands for management institutions and capacity building during preparing and implementing REDD+projects in China, we researched contents including the development of the negotiations on REDD+in Conferences of the Parties of UNFCCC, management institution with regard to establishing governance agencies, policy system, MRV system, risk and3E effect assessment system based on tracking negotiation on REDD+, comparing research findings, analyzing public policy and researching case. The main results are as following:First, a phase approach is the methodwhich REDD+activities are implemented in China. It is one of the most important tasks that establish management system during preparing and implementing REDD+projects in China.Second, Management system for China’s REDD+projects should comply with four cardinal principles, which are purposiveness, unity of command, effective span of management and uniform of duties and authority. It should include decision-making agencies, administration agencies, organization agencies and implement agencies, which are responsible of implementing REDD+projects in China. Third, Elements should be consisted of<UNFCCC> and<China’s policies and actions on climate change> relate to laws and regulars that be established by Chinese government, and connection should be enhanced through modalities and procedure for REDD+projects and guideline of validation and verification for China’s REDD+projects when policy system for China’s REDD+projects is established.Forth, Measurement should base on biomass gain-lose and China’s forest monitoring system; and reporting should be consist of four contents including emission factor, actives dates, analog modeling and emission analyze, and should be submitted in form of monitoring report together with national communication, and verification system should be composed of verifying group for REDD+projects, authorized verifying agency, public information institution and guideline for verification in China’s MRV system.Fifth, leakage rise assessment for China’s REDD+projects should comply with<IPCC2006GHGs inventory> and methodologies of VCS-AFOLU and CDM-AR. Non-permanence risk assessment for China’s REDD+projects should include procedure that analyze and forecast risk possibility and importance, decide total risk rank including low, medium and high.Sixth,3E effect assessment for China’s REDD+projects may adopt approach of scoring3E indicators that assess effectiveness, efficiency and equality.Seventh, Result of the case study shows that proposed measurement approach will contribute to measuring carbon effect. The proposed measurement approach, however, must be adjusted base on project type, site condition, finance and social-economic condition when identify carbon pool and select parameter.
