The Institution Research Of Regional Economic Coordinated Development About China

Since1990s，with the exposure of the greatly imbalanced regional economicdevelopment，distorted resource allocation，widening salary gap，increasing conflictof interest，severe environmental pollution and a series of issues among differentregions in China，the regional economic coordination development issue has becomea center-stage issue in economic， social， political and living fields. Thecontradictions between economy and society，region and region，human and naturehave greatly restricted China’s sustainable economic and social development.Amongall the reasons，there is no doubt that natural and historical factors have certaineffects，whereas the more fundamental factors are China’s incomplete institution andunreasonable system arrangement; or to be more specific，the absence of full-scale，systematic，long-lasting regional economic coordination development system. Forinstance，the population and labor’s transfer is limited by the household registrationsystem，industrial transfer and productive force’s allocation are restricted by theadministrative division，interest coordination between resources exporting regionand developed region is confined by fiscal，taxation and price system，fiscal powerand administrative authority are mismatched in all levels of governments. Currently，China’s socialist market economy has taken shape initially，the transfer barrier ofresources is not totally eliminated，and the legal system，fiscal and taxation system，incentive and disincentive system and evaluation system which work for regionaleconomic coordination development are not mature.These institutional andsystematic problems，to some extent，have restrained each region’s motivation todevelop internally， bringing certain negative effects on regional economic coordination development.New institutional economics scholars，who emphasize that the deeper needs ofregional economic coordination development come from the institutional transferand innovation，believe that economic development virtually is the process ofutilizing resources more efficiently，treating institution as an endogenous variablewhen explaining economic development and positioning institution a critical factor，as important as capitals，labors and technologies，in terms of influencing economicperformance. In recent years，there are quite many domestic and internationalresearches on regional economic coordination development problem，providingwidely and deeply insights on the regional economic development system fromdifferent aspects. However，in the existing literature，a full-scale，multiple-level andsystematic research on regional economic coordination development from the aspectof institutional economics is still lacking.Plus，the existing theoretical analysis andempirical analysis also have some limitations. Shortcomings can be found in thetheoretical researches on regional economic coordination development.Reasons areas follows: first，the concepts and connotations are not unified in the regionaleconomic coordination development institutions; second，the researches on regionaleconomic coordination development institution’s evaluation criterion and evaluationmethodology are deficient; third，systematic researches on regional economiccoordination development institution are lacking.Based on the theory of institutional economics，this paper aims to have a furtherdiscussion on China’s regional economic coordination development system andestablish its analysis of framework. This paper can be divided into seven parts.The first part is introduction. This part mainly discusses the researchbackground and selection significance in new institutional economics aspect，introduces the paper’s research methodology and framework，and also puts forwardthe paper’s potential innovations and drawbacks. The second part is literature review and assessment to the regional economiccoordination development institution researches. This part mainly sums up thedomestic research outcomes of the market system，fiscal and taxation institution，legal system，financial system，household registration system and regional policy inregional economic coordination development field and international researchoutcomes of the definition towards institution，relationships between institution andeconomic development，and regional economic coordination development institutionfield，and simply analyzes the present researches.The third part is the theoretical basis of regional economic coordinationdevelopment institution. This part briefly describes the applied institutionaleconomics， regional economics and other relevant economic theories in theresearch，which mainly covers the regional economics theory，new institutionaleconomics theory，and regional economic coordination development institution.The forth part makes analysis to the China’s regional economy coordinationdevelopment institution. This part mainly sorts out the transitional context of China’sregional economic coordination development institution by analyzing the transitionalfeatures，manners，motivations and performance. Based on the analysis of thesituation of China’s regional economic coordination development institution’scomposition，formulation，implementation and efficiency，this part partly clarifiesthe regional economic coordination development institution problems in the marketeconomy institution，fiscal and taxation system，open regime，financial institutionand population management institution，and analyses the reasons for regionaleconomic coordination development institution problem，for instance，a lack of thelegal system，the game between central and local，region and region，a loose regimeformulation and implementation，and etc.The fifth part is about overseas regional economy coordination developmentinstitution and its implications. This part mainlysummarizes the whole paper，and briefly looks forward to the future development aswell as research trend of this study.
