The Research Of China’s Double Dual Structure

The relationship between urban and rural areas is the key which influences economic and social development. In a sense, the history of human development is the evolutional history of urban-rural relationship. With the improvement of productivity, most developed countries experienced the evolution of urban-rural relationship. This history can be divided into three phrases——urban-rural interdependency, urban-rural separation and urban-rural composition. The dual structure realized its transformation during this process. However, the urban-rural development in China is heavily government-dominated. During the period of planned-economy, with the influence of the strategy of giving priority to the development of heavy industries and urban areas, China formed dual economic structure and dual social structure.In the former duality, the modern industry and traditional agriculture exist at the same time. In the latter duality, there is an unbalance on public service between urban and rural residences. The dual economic structure and dual social structure consist of double dual structure. Dual economic structure and dual social structure are reinforcing each other, which impeding the modernization and coordinative development of urban and rural areas. Since the reform and opening up, along with the establishing and improving of China’s market economy system, double dual structure has gradually transferred. However, the urban-rural integration development is still hindered by the double dual structure. Therefore, the research of China’s double dual structure is very important to figure out the logic within the evolution of the urban-rural relationship thus leading it to develop in a harmonious way.Arranged in a total-part-total structure, this research combines with the theoretical and empirical research, historical and current situation analysis, and economic and social method. Based on the existing literature review, this paper applies the theory of national and institutional change from neo-institutional economics to build the analytical framework. According to the "national developing strategy→relevant institution arrangement→evolution of urban-rural relationship" framework, this research studies the evolution process of double dual structure in planned economy phrase, market economy building phrase and market economy improving phrase respectively. Besides, this paper pays attention to the evolution logic, expression pattern, development state and transformation path within the dual economic structure and dual social structure respectively. In the end, this paper argues the deep impact and evolutional tendency of China’s double dual structure. The main conclusions are as follows:firstly, affected by the national development strategy and urban-rural institutions, the evolution of China’s double dual structure is heavily government-dominated; secondly, though China’s dual economic structure and dual social structure unify in the whole evolution process of urban-rural relationship, they have their own expression pattern, evolution state and transformation path; thirdly, China’s double dual structure not only lead to urban-rural separation in the economic and social fields, but also lead to the difference in social status and values between urban and rural residences, which means China’s urban-rural integration development still has a long way to go.The innovations in this research are as follows:firstly, by building the analytical framework of "national development strategy→relevant institution arrangement→evolution of urban-rural relationship", this paper gives a systematic study on China’s double dual structure; secondly, by combining with theoretical and empirical research, this paper zooms in the relationship between the resource misallocation in urban and rural areas and China’s lagged dual economy transformation; thirdly, based on the systematic study on dual economic structure and dual social structure, this paper comes up with a practical transformation path for China’s double dual structure.
