In Chinese numerous volumes of literature and bright, mellow cultural heritage, the "Virtue" and "Knowledge" are two important vocabularies and theoretical category which have been unable to avoid in academic and scholarly career. Book 《Rites moderation》 says:Gentlemen treasure Virtue and Promote the Knowledge, which describes the relationship, that realization and perfection of the "virtue" as the most important for exploring the "Knowledge" between "moral" and "Knowledge" from the perspective of subjectivity and methodology. Sages in-depth reflection and insight cemented the spiritual resources which enrich the basic theory of academic research libraries, which as a beacon guiding the way forward to the construction of academic ethics with great value and has important practical significance for our present growing academic research. Since the last century, our academic research misconduct, academic corruption and other academic moral issues hubbub Day which seriously affect the development of academic research and impede academic innovation. And in the process of governance for the correction of academic misconduct derived of a variety of puzzles which made people vision return to the pursuit of logical relationship between the"Virtue"and "Promoting Knowledge". With the economic, commercial, news and other operators Ethic Tendency, academic ethics highlighted following the technology ethics, bioethics and also stripped off from the specific context of ethics become an important factor in academic research scope and of governance, management strategies and also become a fundamental cause of academic development concerned with the construction of academic moral and research and academic innovation.Academic ethics suggests that it is related to the ethics relationship of academic research which expresses the value of the demands of academic research field. Ethical relationship is generated from human society, a special relationship with the birth of human social relations arising, Which stipulate the rights and obligations of the relationship between ethics body and also decide the ethical subject "what" and "how should" exists. Regulations are corrective measures for adverse state which use certain specifications and methods to make the principal part maintain normal operation and in good condition. The academic ethics regulation in a nutshell is to restrict and constraint the academic activities subject from the perspective of ethics so as to enhance the level of academic ethics for academic subjects. Academic ethics regulation is the regulation which has many similarities and also some differences with economic regulation, market regulation, social regulation, and other legal regulations. It is a integral、systemic and mandatory constraint system with value-based intrinsic and implementation with rules and regulations. Academic ethics regulation as a kind of constraint system which is different from the legal regulation in goals which the former is to correct the academic ethics of anomie status and achieve academic ethics reconstruction, maintenance and upgrading the level of academic ethics to promote academic development and the latter is to maintain social stability. The research starts from the review of academic misconduct treatments to reflect the confusion which faced in the process of its implementation, then made this research topic:Academic ethics regulation. That is, from the perspective of ethics made the regulation for the academic misconduct, to correct its state of anomie. By improving the level of academic ethics and correcting the ethical values made the person more self-discipline to reduce academic misconduct and together with the constraints of rules and norms we can reach the goal of curbing the academic misconductThen the study analyzed the status quo of the academic ethics, through questionnaires and other tests indicated a lower level of academic ethics, the academic ethical values of disorder status. Then based on the analysis of the level of academic ethics and combing their ethical rights and obligations the study begin with "regulation", focused on "what" regulation、regulation"for"、"why"and"how"regulate to establish an academic ethics regulatory system to enhance the academic research strength and promote academic innovation. So the main content of the study focused on analyzing status of academic ethics、academic ethics regulation goals、Ethical rights and responsibilities of academic ethics member and thinking the paths to construct academic ethics regulation. The text frame and the ideas expressed in this article are as follows:Firstly, we should have a review and reflection on the treatments of academic misconduct then propose the topic of academic ethics regulation and then what’s the academic ethics? The study made a theoretical interpretation of academic ethics and analyzed the structure of academic ethics. And through ethics survey for the members of academic research revealed our current status quo:the low level of academic ethics, academic ethical values in disorders situation, then analyzed the causes of academic ethics anomie and harm performance. The status of academic ethics anomie hampers the innovation and development of academic research, which is the starting point for the underlying causes and to regulate the academic, this is the first and second chapter.Then analyze what is academic ethics regulation, why should regulate academic ethics and what it’s based on、the role of academic ethics regulation and its uniqueness lies in. The study first attempt to analyze in detail the inner meaning of academic ethics regulation and the operation mechanism of academic ethics regulation. Then demonstrate the necessity and possibility of academic ethics regulation:from the theory of human nature, epistemology, etc. for the law cannot touch the lives of the "lesser evil" conducted from an ethical point of regulation is necessary and to make the process of governance for academic moral misconduct encounter various puzzles revealed that academic ethics regulation is also a possible way of academic governance, this is the third chapter of main content.The ethics regulation which to correct the academic ethics status of anomie need to be sort out the basic elements for practical feasibility:Who will be regulated, who regulate. Academic ethics regulations for remodeling of the academic ethics, so academic ethics regulations, including what subjects and objects; what’s ethical rights and obligations it contains; may fall into what ethical dilemmas and conflicts. Sort out such problems is the basis of the implementation of regulation. This section consists of four "analyzing"components:analysis of the relationship between subject and object of ethics; ethical analysis of academic researchers; ethical Analysis of academic research institutions; dynamic analysis of academic ethics regulations. This is the fourth chapter of the thesis.The fifth chapter is mainly centered on how to regulate, specifically dedicated to academic ethics regulation system build. Academic ethics regulation practice operating system mainly constructed from four paths:Construction path of the value dimension; Construction path of the system dimension; Construction of path the organization dimension and Construction path of the interest dimension。Through a series of effective measures intended to promote academic ethics regulations both theoretically explained thoroughly and has a strong guiding in practice and strive to become strong normative constraints operating system which can both "up" in theoretically and powerful in practical.
