Economists usually regard the city as the engine of economic development, and more and more scholars tend to pay their attentions to the role of city in the process of economic development. Since the1990s, the Chinese government has fully realized the positive effect of urbanization during social and economic development, and clearly proposed a strategy to promote urbanization actively and steadily. China’s urbanization turns to the road of rapidly development. The number of city increased rapidly, the scale of the city expanded unceasingly, and the proportion of urban population had also increased rapidly. Along with rapid development of urbanization, China’s cities are also facing a series of problems and unprecedented challenges.Urban governance is the key factor which determines the city’s economic vitality and competitiveness. It is also a fundamental way to prevent the occurrence of "city disease" or "urban crisis" in the process of urbanization. Since China is in transition from the planned economy system to market economic system, China’s urban governance model established on the basis of planned economy system has been unable to adapt to the new development situation."Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform"which adopted at the Third Plenary Session of the18th Central Committee of the Communist Party of China explicitly proposes that"the overall goal of deepening the reform comprehensively is to improve and develop socialism with Chinese characteristics, and to promote the modernization of the national governance system and capacity". In the process of promoting China’s new type of urbanization, we should no longer regard cities as a "black box", ignore the governance of the city, and should improve the level of urban governance and put urban governance in the core of the city development.The dissertation analyzes the problems appeared in the process of urbanization and the challenges to the urban governance in the context of rapid urbanization, demonstrates the necessity and urgency of urban governance in China, and try to build a new mode of urban governance with Chinese characteristics combined with the theory of urban governance.The dissertation is composed of the following sections: The first section is introduction of the dissertation; it mainly discussed the background and significance of the thesis, introduced research status about this thesis, the main research methods, and mainly reviewed the domestic and foreign research achievements about urban governance.The second section mainly analyzed the background of the rise of urban governance from the theoretical and practical aspects. The emphasis of analysis is the theoretical foundation of urban governance.The third section mainly explained the concept and meaning of urban governance and summarized the status and trends of China’s urbanization. This section also focused on the analysis of the challenges of rapid urbanization brought to China’s urban governance.The fourth section mainly used performance measurement method to build the urban governance evaluation index system based on abroad methods and indicators related to urban governance assessment system. The dissertation also evaluated and compared the level of urban governance of some key cities in China.The fifth section mainly analyzed the process of China’s urban governance mode evolution and summarized the characters of old China’s urban governance mode. The emphasis of this section is to analyze the key problems of the China’s urban governance mode.The sixth section designed framework of China’s urban governance mode in the new period, and mainly analyzed the objectives and actors of new urban governance, and the relations between the actors, and finally built participation urban governance mode.The seventh section proposed the policy suggestions to build participation urban governance mode with Chinese characteristics based on China’s real situations.The following several aspects are included in the main innovation points of the dissertation.A. Based on the governance theory, the dissertation analyzed the challenges of rapid urbanization brought to China’s urban governance and proposed to innovate urban governance mode so as to improve the quality of city urbanization.B. By the method of performance measurement to build urban governance evaluation index system, evaluated and compared the level of urban governance of some key cities in China.C. The dissertation proposed and designed the framework of China’s urban governance new mode, and provided some policy suggestions.Due to the topic of urban governance is relatively new, and urban governance research revolved wide fields, the issue of urban governance is also complex, so the theory of urban governance need further research. Especially for urban governance assessment, it not only need some objective economic data, but also need to make a lot of research to get more detailed data. But limited to having access to detail data, the assessment of urban governance is still not perfect, further studies may rely on vast amounts of data, to establish a more scientific and more perfected urban governance evaluation index system.
