Research On The Development Mechanism And Performance Evaluation Of Forestry Industry Park In Heilongjiang Province

With the implementation of the natural forest protection project of China and cessation of commercial harvesting of natural forest in Heilongjiang province, it is particularly important to seek a path of development of forestry industry cluster in Heilongjiang province at the present stage. As the main carrier and manifestation, the forestry industry park makes the effective efforts on the forestry upgrading and economic development change of forestry industry. Based on analyzing the current development situation of in Heilongjiang forestry industry park. through collecting the literature, this paper explores the development mechanism of forestry industry park, and assesses development performance of forestry industry park. The paper puts forward the countermeasures aiming at achieving the development goals, which was to promote the development of the industryization process in forest, to improve the competitiveness of forestry industry, to drive the development of forest city.This paper analyzes the definition of the forestry industry park and proposes the UEl paradigm of the forestry industry park. From the aspects of the macro policy and the micro enterprises of forestry industry, this paper gets the advantages and disadvantages of the development of the forestry industry park in Heilongjiang province. By means of introducing the development of the forestry industry park in Heilongjiang province, especially the TL park, the XL park, the CL park, and the NCNY park, the paper proposes the problems for the forestry industry park.This paper analyzes the connotation of the development goal of forestry industry park, and illustrates that the nature of forestry industry park is an innovation, which is a reform purposing to realizing the advantage transformation of state-owned forest area by government. This paper analyzes the factors and mechanism of development performance of the forestry industry park from the aspects of innovative ability, symbiotic relationship, symbiotic energy and symbiosis interface and proposes the hypotheses.This paper designs a questionnaire of the development mechanism of forestry industry park in Heilongjiang province. Through the collection of the domestic and foreign literature, this paper determines the scale of verification analysis. After testing the descriptive statistical analysis, inspecting the "reliability and validity of the data, the paper carries on the analysis of SEM model, updates the model, and discusses the results of hypothesis. From the hypothesis testing results, this investigation supports most of the hypothesis in the above.The paper establishes the evaluation index system from the aspects of the forestry industry development, the forestry industry competitiveness and the forestry urbanization. By means of the fuzzy comprehensive evaluation, the paper makes the absolute evaluation on the TL industry park. And the results shows that the development performance of TL industry park in 2014 has achieved remarkable progress by comparing with that in 2012. In addition, using the Vague-Topsis method the paper makes the relative evaluation on TL, XL, CL, NCNY industry park. And the results shows that the scores of XL park is the highest, and the lowest scores belongs to TL park.Based on the empirical analysis and the results of mechanism analysis, from the factors of development goals of forestry industry park, the paper puts forward countermeasures to achieve the goals of developing forestry industry park. Based on the results of comprehensive evaluation, from the form of the development performance of forestry industry park, the paper proposed suggestions to enhance the development performance of forestry industry park. At last, the paper proposes the institutional safeguards to promote the development of forestry industry park in Heilongjiang, from the macro perspective.
