Genetic technology has brought biological research rapid development and risingto the pharmaceutical industry, innovative technology in the field of life has become an important topic in the new century. The first part of the thesis (Chapter II to Chapter III) is the study of life in science and technology cooperation and innovation policies, from innovation to cooperation between two public participants to large scale social cooperation by using the power of Internet technology. Academia-Industry Cooperation, multi-stakeholder (foundation participation) public-private partnership (PPP) model, open source modelof biomedical research and innovation, the case study of life science outsourcing innovation using gamemodel were included; the second part (Chapter IV andChapter V), it is a discussion of social basis for life science and technology innovation, including bio-genetic technology patents, triple social bottom line for the public concernof genetic innovation, as well as social innovation.Academia-Industry Cooperation in the field of biomedical arena playsan important role.In the development of innovative therapy approaches, companies and universities still lack the potential to capture this potential. Most research collaboration happened by chance, but the field of biomedical innovation model is facing heavy costs excessive financial worries. As an innovative model for industry-university collaborationmode, Academic Medical Centers (AMCs), break existing practice, classify effective information before the competition. And cooperations, and non-exclusive, multi-stakeholder groups, by collaboration, identify and seek innovation gapmore effectively, find a solution to break programs and promote new clinical research. Of course, the same industry-university partnership and the challenges facing multiple conflicts of interest, culture and resources, in order to play a huge potential for industry-university cooperation in the field of biomedical innovation and future prospects, partners should follow a few principles:1, Recognize the value of cooperation advocate; 2, Manage academia-industry cooperation, carry out investment portfolio; 3, Share information and new attitude; 4, Establish pre-competitive innovation model and cooperation. Industry Cooperation will continue to play an important role in the development of new treatments, the need for industry and academic innovation is more balance. Both in the field of innovative practice and academic research, public-private partnership (Public Private Partnership, PPP) are attracting more attention. Pros and cons of PPP are more obvious by analyzing the case about the disease called progressive multiple sclerosis (MS).We did study and discussed the nonprofit foundation in biomedical R & D process and summarized four managerial patterns: "Funding and Forgotten", "Select and Oversee","Open and Integrate","Submit and Integration". These are four innovation modelswhich public-private partnerships involved. Finally, we concluded that, to ensure multi-stakeholder work on innovation together successfully, research and development of breakthrough medicines also require the use of challenging and transparent impact assessment model.Shocked by the information age, open source model of drug development in the Internet context favored and try to doubts from the beginning.Increasing number of cases shows that the open source development model will bring new opportunities. We are studying and learning the software industry, open source model, discussed biomedical innovation in the open source model, strengths and weaknesses in the budget, human resources, project management; the same drugs based on some early examples of open source development, and we discussed the operation and management of open source six innovative models. The last part of this chapter discusses innovative thinkingof biomedical open source model and problem in the knowledge base, system management and intellectual property.Protein folding game-Foldit-is a very interesting life science innovation attempt. This mode is displayed by game; to recruit, attract and organize the general public to help solve difficult scientific problems is an effective way. As an internet game, Foldit created a targeted, effective and innovative model to promote scientific progress by vast human resources, crowdsourcing and evolutionary manner as an identification mechanism. As the world’s largest technology innovation and market country, United States’ every move will affect all of the world’s attentionon biotechnology innovation. On 2013, judged by the United States Supreme Court, AMP v. Myriad Genetics patent judgment becomes the core discussion of the gene and biotechnology patents, worldwide health-related policies, regulations and market new challenges and throbbing. We reviewed the development of Myriad’s case, discuss the effect of the judgment of the health sector innovation, and compared US and Europe treat to different attitudes of gene technology, and made further discussion on newestresearchabout gene editing technology, ocial and moral perspective of patent policy, as well as patents related to the natural attributes. That failure will have implications for policy makers to developthe patent system of medicine health industry and will have a profound impact.Focus on innovation to bring the amazing achievements in the eyes of the vast majority of outside, policy makers need to know more about public attitudes and biotechnology complex marketing strategies to make more appropriate for wider public acceptance of decisions. What concerns the public exist? Why pay attention to the concerns of gene technology? In this paper, we have discussed the "Social triple bottom line":the socio-environment (dealing with environmental and public health risks), socio-economic (opportunity related to gene technology threats and new technologies), socio-cultural (ethical and moral issues) perspective. We explore public focus on gene technology, and did research on innovation technology brought social conflicts and contradictions presented.Social enterprise innovation pursutes dual values, social and economic, while creating society value and solving social problems. Discussion and practice according to social enterprise innovation model attracts a lot of attention. But compared with business organizations, social innovation could be a failure, and encounter difficulties. By theoretical analysis, this paper discussed four aspects including finance, mission, organizational operations and organizational culture to explain the risks and benefits of double the value to society of innovation brought to the organization of innovative practice reference. We concluded that social enterprises play an important role in both society and the market which also need to rely on government support from multi-angle multifaceted collaboration, reduce public risk and reduce failures by analyzing Western Europe and United States two modes.
