Research On The Finacing Mode Of Public Health Project In China Based On PPP Modle

As one of urban infrastructures, public health are the base of social production and people's living,also is an industry that be closely releted to the residents' life and health.Although at present, rural and community medical system is gradually improving and the medical profession has also made relatively stable development. But its natural and emerging issues still not allow to ignore. Existing a problem of medical facilities investment, also have medical insurance financing problem. Therefore, the public health care investment and development still need to spare no effort.Urban infrastructures have manv inherent characteristics, such as a huge amount of investment, long construction period, small (even no) income.etc.As one of urban infrastructures, public health programs also are some of the same characteristics. In our case,for a long time, the govement is responsible for the public health programs investment construction and operation management,especially for the major hospitals and medical research institutions with real strength. Therefore, public health services demand and supply imbalance appeared larger. This imbalance has two aspects of performance. For most rural and remote areas, the problem that medical treatment is difficult and expensive has plagued them, there are reasons both for relative shortage of medical facilities and inadequate medical insurance. And for the city residents, although the basic medical insurance achieve an coverage, but enjoying medical services of higher level in those medical institutions that are defined as "good hospitals" by people is still luxury.There is such a serious shortage existing in these institutions. So, whether it is the most basic medical facilities, or higher-level medical institutions, will require substantial expansion. To further expand the coverage of public health and improve public health undertakings, obviously,it is impossible to meet the huge investment demand only by relying on governmental financial.Therefor,the govement must actively seek a new project financing model to solve the dilemma of capital scarcity and lower efficienvy.PPP model is an effective way to solve these problems, as an important one of the project financing system. PPP is just the model that under this approach,private sector is encouraged to cooperate with the government and take part in the infrastructures(public health programs) construction.Addressing govement's capital shortage,at the same time, introducing private enterprise's advanced management experience,which not only speeding up the construction of infrastructures(public health programs),but also providing broader space for development to the private enterprise. Involving the interests of all parties and achieving an win-win situation.In order to write this article, we examined a large number of data and documents.In this paper,by studing on PPP model's inernal implications,operation mode and key factors,aims at finding a new finacing model for the public health programs constrution.This paper firstly study on the theriories of PPP model, and make a depth analysis of their unique advantages.Then analysis of China's public health problems according to China's current public health status. Concluded that PPP model is suitable to public health programs Construction in our country. Then analyze meaning of the PPP model and its basic structure,at the same time,described two typical PPP models--BOT and PFI. In The third chapter of the article,we make an in-depth analysis about the status of the development of our private capital.which is an important source of funds financing.ChapterⅣas the focus of this paper, made a lot of ideas about how to select a right modle for Chhina's public health projects from all the PPP models and nextly how to arrangement the specific operational procedures, including capital structure and funding sources of design and price management,and risk settings. Finally, we propose series of policy recommendations with how to successful arrange the financing of China's public health programs. ChapterⅥsummarizes the article's final conclusions and inadequacies of this paper.The research can not only gives a more supplement to the PPP theories,but also provides certain reference for the project decision-maker in determining whether to adopt the PPP modles and certain learning about how to establish the most suitable solution,which have certain theoretic and practical meaning.
