Ever since 1960 s, all the countries in the world pay more and more attention to the important role of human capital promotion the national economic development and want to increase the investment on human capital. Before the investment, the governments should know clearly about their current situations and have an objective evaluation of the Human Capital Stock, which depends on a scientific evaluation system of the Human Capital. Nowadays most evaluation on the human capital stock is made from macroscopic perspective, which is easier to collect data, calculate and grasp overall level with neglecting the individual differences. However, it’s usually required to learn these individual differences in reality, which depends on evaluating the Human Capital Stock from microscopic perspective.The main purpose of this thesis is to help realize the evaluation on the Human Capital Stock from microscopic perspective, which depends on the following three phase’s targets. First, to establish a scientific Human Capital Stock Evaluation System from Microscopic Perspective; Second, to decide the system index weights; Third,Measuring every indicator of the Human Capital Stock Evaluation System.Seven main issues are studied in the thesis:(1) Decide the specific study field. The specific study field and research direction is decided after collecting, comparing,analyzing and summarizing the existing domestic and foreign research results with Literature Research Method in the fields of the concept of human capital, the evaluation of human capital and the effect of human capital etc.(2) The theory of Human Capital Stock, Human Capital Investment and Human Capital Value has been deeply studied as the base of the following study, which is establishing Human Capital Stock Evaluation System, the system index weights decision and measuring all the indicators.(3) Based on existing researches in human capital stock, economics, sociology, medicine, psychology,etc, the Human Capital Stock Evaluation System from Microscopic Perspective has been established, which includes 57 indexes in four levels.(4) Collect the data decided by four types of people. The questionnaire has been designed based on the Nine Scales Analytic Hierarchy Process. 336 people including professors, work staffs of enterprise and institution, Chinese college students, foreign experts and foreign students are selected and surveyed to collect the data of relative importance of the system index.(5)Decide the representative judgment matrix and index weights. With Delphi Method, the above survey data has been analyzed and modified. Then the representative judgment matrixes for eachtype of people have been decided. After that, with both AHP method and Structure entropy weight method, the weights of all indexes in Human Capital Stock Evaluation System from Microscopic Perspective have been decided.(6) Measuring the indexes to finally get the evaluation results. Following steps have been taken in the last procedure to evaluate the individual Human Capital Stock. ①Decide the evaluation respondents. 54 teachers and students have been selected as individual evaluation respondents. ②Select the evaluation experts. To make the evaluation more accurate and authoritative, 13 professors from 7 relative distinct fields have been selected as evaluation experts. ③Scoring. According to the actual requirement, Experts Meeting Scoring Method has been selected. Based on their performance and basic information, 13 experts score the 54respondents’ indexes one by one. ④ Get the final result. To make the result more scientific, Fuzzy Comprehensive Evaluation Method has been taken to process the original scores given by 13 experts. With the results of processed index scores as well as the prior decided system and index weighs, the results of 54 individual Human Capital Stock have been finally got.(7) Propose suggestions and countermeasures. Based on the above studies, the relative suggestions and countermeasures have been proposed pointy,such as making full use of Human Capital Evaluation Method from Micro Perspective to improve the stocks of human capital. The further study fields and directions have been referred in the last part of the thesis.Three clear points has been concluded in the thesis. First, Human Capital Stock,Human Capital Investment, Human Capital Value and Human capital are though closely connected but four different concepts. The development tendencies of the different contents of the Human Capital Stock are different in human different age stages. Second,Internationalized Human Capital refers to the human capital with clear virtue of internationalization. That is to say, the human capital should have international vision,cross cultural communication skills and international competitiveness as well as get familiar with international rule. Third, the Aggregation Effect of Human Capital and the Spillover Effect of Human Capital has deep inner connection. Human Capital Stock,Aggregation-spillover Effect of Human Capital, technology innovation and regional economic development have positive correlations.Following is the three exploratory and innovative parts of the thesis. First,establishing Human Capital Stock Evaluation System from Microscopic Perspective including 3 indicators of first level, 7 indicators of second level, 13 indicators of third level and 34 indicators of fourth level; Second, deciding the weights of indexes in HumanCapital Stock Evaluation System from Microscopic Perspective with method combined AHP method with Structure entropy weight method; Third, measuring individual human capital stock system indexes with Experts Meeting Scoring Method to realize the individual evaluation on the Human Capital Stock.Two facts have been found. First, the results of the human capital evaluation indexes weighs with two different AHP method and Structure Entropy Weight methods generally are same. But there are still some differences in several indexes. Therefore, it is quite necessary to modify the deviation by the combination of empowerment. Second, the evaluation results of 54 individual human capitals are generally common-sensible and the basis could also be found for the several existing slight differences after the analysis,which has proved the reliability of established Human Capital Stock Evaluation System and method to decide the weights of indexes and measuring individual indexes as well as the feasibility of evaluation on the Human Capital Stock from microscopic perspective.Evaluation on the Human Capital Stock from microscopic perspective could help distinguish the differences between individual Human Capitals Stocks. Therefore the investment could be adjusted in time to improve the investment efficiency and promote the economy development. On the basis of that, this research has a certain practical value.In the meantime the thesis could enrich and develop the theory of evaluation on human capital and relative studies, which shows this research has a certain theoretical value.
