Government pays more attention to technological innovation which plays an important role and intrinsic motivation to develop high-tech industry, increasing efforts to support investment in high-tech industry with technological innovation. But increased investment in innovation is a necessary condition in the process of constructing high-tech industry, Chinese government not only focuses on the total amount of resources to innovation, but also focuses on its efficiency. Based on the dynamic evolution of innovation efficiency perspective, this article selects Chinese high-tech industry as the research object, proposes effective recommendations for the development of Chinese high-tech industry, provides a scientific decision making of adjusting technology policy system and optimizing the allocation of resources. This study includes:First, build a theoretical framework for innovation efficiency and high-tech industry development. Using industrial innovation theory, efficiency theory and evolutionary economics theory to discuss the formation and growth mechanism of Chinese high-tech industries, based on analysis of the dynamic characteristics and the connotation of high-tech industries, the article builds dynamic model where innovation efficiency contributes to the development of high-tech industry by upgrading total factor productivity and labor productivity, analyzes environmental factors influencing dynamic evolution of innovation efficiency.Second, analyze China’s high-tech industry innovation static efficiency. Taking 2002-2011 statistical data of high-tech industry in China as a sample, the article calculates innovation efficiency, pure technical efficiency and scale efficiency according to provinces and sub-sectors respectively with a non-parametric efficiency calculation method. Studies show that innovation static efficiency difference of Chinese high-tech industry is mainly due to differences of pure technical efficiency and scale efficiency, and the role played by scale efficiency is bigger than by pure technical efficiency in the observation period.Third, analyze China’s high-tech industry innovation dynamic efficiency. Mainly from the total factor productivity(TFP) perspective, the article makes research on TFP change index of Chinese high-tech industry according to 30 provinces and 17 industries respectively with non-parametric Malmquist Index Approach and panel data. The TFP change index is further decomposed into technical progress change index(TCH) and technical efficiency change index(TECH). Results show that total factor productivity of China’s high-tech industry innovation is increased in the observation period, and improvement of technical efficiency is the main reason for its increase, but technological progress does not play a significant role.Fourth, analyze regional differences in trend of Chinese high-tech industry innovation efficiency. The article has made test on high-tech industry technological innovation efficiency in the provinces with s convergence analysis and absolute β convergence test. The result shows that technological innovation efficiency of China’s overall and central region in 10 years have more significant convergence trend, while the eastern and western regions have no obvious signs of convergence. Conditions β convergence test results show that technological labor capital is the main factor leading convergence of the country overall and central region, high-tech capital accumulation for the eastern region, technological labor capital and high-tech capital accumulation for the western region, but government funding is not the condition factor to promote any regional convergence of the technical efficiency significantly.Fifth, make research on environmental factors impacting Chinese high-tech industry innovation efficiency. Using stochastic frontier approach(SFA), based on panel data, the article have tested direction and action levels by environmental factors on Chinese high-tech industry innovation efficiency with sub-regional and industry perspective respectively. Then based on the results of empirical research, corresponding policy recommendations have been given.
