Land use change has led to the global warming, one of the reasons, by the driving regional economic development, is that the existing land use control measures failed to achieve the optimization of land resources, time and space targets of low-carbon economy. Not only the land has the production, bearing functions and assets functions, but also can control and optimization of labor, capital, energy and other resources into the structure, type and layout features. Therefore, it is urgent to solve the key issue that seeking a reasonable area of land using Patterns, to explore the Pattern of land use optimization and in-depth mining its " Energy conservation and emission reduction " potential in the process of land use.In this paper, Taixing City, as the typical study area, it uses the systems analysis, remote sensing and surveys, modeling, simulation and other methods to study the land use Pattern (Structure & Layout) drivers of change, processes and mechanisms. And it establishes a rapid economic development areas for the "low carbon, energy saving, high efficiency "and other multi-objective optimization constraints of land use Pattern control methods and decision support technology for the development of regional land use decisions and provide the appropriate energy saving measures such as reference. The results for China’s sustainable land use, low-carbon emissions industrial system and consumption Patterns, land development and other aspects of space-time simulation method has some theoretical value and practical significance.Main contents and conclusions as follows:(1) Use Spot remote sensing images recognition technology and its dynamic collaborative to research Taixing 2001,2005,2010-year land use and to establish the decision-making data of which is associated with the establishment of GRID database. Over the past 10 years, land use Pattern changes show that the construction land output was significantly improved to ensure their needs and improve the intensive degree, a significant upgrade for economic development land use. The main problem of land use, is the reduction of the amount of arable land and the continuing declination in the quality, the great difficult of Basic Farmland protection, the rapid expansion of construction land, the high proportion of rural settlements, energy saving and environmental protection pressure and so on..(2) Use system analysis method combined with the regional system of land economic, ecological and social function requirements of the development, establishing partition indexed and method of land-use spatial functional area, which divided Taixing area into such as "optimum usage, appropriate usage, proper usage,forbidden usage", then determines the functional areas of land use direction and functions, studies the functional areas driving force for the space control mechanisms, it provides a reference for data acquisition of its management policy factors.(3) Using the map algebra researches on the land use changing state transition matrix based on GRID, using the "Information Entropy" and the "Lorenz" curve research on the land use spatial the temporal variation characteristics, it thought that the land use structure trends to stable and balance, the land Lorenz curve lies to the absolute uniformity, the towns arable land protection policy to be consistent with the city, urban industrial and constructure land line is far away from the absolutely uniform, new construction sites are closely related with the town’s economic and social development. Selecting the GDP, the total population, investment in fixed assets, the proportion of non-agricultural output value, the level of urbanization, the level of grain production, the agricultural structure, arable land protection policies as main land use structure changes driving factors by PCA. The "Urban development" factors can alleviate the land use conversion pressure by population growth, which gives more contribution to the adjustment of rural residential land and agricultural structure. The "Market economy" factors will change the mode of economic growth, realize the industrial project concentrate to park, revitalize the stock land releasing the effective control of the construction land expansion. The "management technology" factors contribute to the spatial differentiation of land management measures, a reasonable guide land use direction. And then use Logistic to research land use structure changes driving driving forces model.(4) Proposed the concept of land suitabilite degree is possibility of land types spatial distribution in the future, Base on analysis relationship between of land use suitabilite degree and land use Pattern changes, driving forces and optimized control. From the view of difference spatial distribution of land suitabilite degree research natural, social, economic, regional transportation, management policies as "weighted type" and "cumulative type" land use layout changes driving factors and factors weight, and impact mechanism & quantitative methods that land use spatial functional areas, Basic farmland protection, farmland (quality) protection, control of construction land using, ecological protection, control of carbon emissio factors. Base on these factors, use PCA, Logistic to establish land suitabilite degree comprehensive evaluation model and land use layout changes driving forces model. Analysis the spatial characteristics of the land suitabilite degree include arable land, garden land, other agricultural land,urban industrial & construction land, rural settlements, transport & water conservation and other land, water, beaches and other places like swamps. Consider that like " one zone four garden " land for urban industrial & construction to be high land suitabilite degree, and low suitabilite degree of garden land and other agricultural land.(5) Based on land use Pattern changes driving forces modelm, use Markov,CA and grid fractal to research prediction method of land use structure changes, and dynamic simulation of land use layout space changes. Simulated and analysis trends that land use Pattern changes in Taixing in 2010-2020. Consider it is a inevitable that the decreasing trend of agricultural land and unused land, construction land will continue to expand, and concentrated in Hongqiao, Riverside, Taixing, Yao Wang, Huangqiao, "one zone four garden" towns. Although those in line with national economy spatial development requirements, but Indicators of the control of land-control targets, the task that regulation of land use Pattern optimization is arduous.(6) Make Use of the trends that regional combine land using with economic, ecological and social functions. According to the "low-carbon, energy saving, high efficiency"of land use goals, research the optimization control objective function of overall efficiency on CO2, economic, ecological value, energy, space aggregation, neighborhood structure of land use Pattern, and that three kinds of land use (control) mode and to determine the parameters as "low-carbon emission type, low carbon emission & economic type, economic type ", and consider that select the appropriate mode should be based on socio-economic development. Based on prediction simulation Results of land use Pattern changes, use Markov linear optimization establish a dynamic optimization control model of land use structure changes (LUSCC) and its solution, and use CA, fractal to research global optimize the transfer of CA rules on GRID, and then established a dynamic optimization control model of land use layout changes (LULCC) and the methods of regulation of program evaluation. Form a Pattern optimizing control methodology suit to county scale, "top-down and bottom-up" a combination of land use.Respectively let determine parameters α= 0.7,0.5,0.3, got and access to three kinds of land use control the program of Taixing in 2020, and with land use, in 2010, actual planning in 2020, and then comprehensive evaluated combined effect, the effect of carbon emissions, the value of ecosystem services of land use, consider that the actual planning and "low-carbon economic" model closer.The land use Pattern program basically follow functional orientation,70% of new construction land layout in order to Hongqiao, Riverside, the main city, Yao Wang, Huangqiao other "T" shaped area, garden & wood land, arable land (farmland) mainly its wings, area of garden & wood land increased, and scale structure of all land use type meet the basic macro-control requirements of, and may decrease carbon emissions. Consider the choice of "economy" mode need to maximize the garden to other agricultural land and unused land ratio, while strengthening infrastructure construction and land remediation and environmental protection, land use in accordance with the functional orientation, a reasonable guide to the park construction land concentration, the overall reduce the area of carbon emissions. Select the "low-carbon" mode need to increase agricultural land and unused land protection efforts, strictly curb the expansion of construction land, construction land stock through inventory and order and other measures to promote rural residential development to eliminate the impact on the economy. Consider the choice of " economic " mode need to maximize the and other agricultural land and unused land ratio, While strengthening infrastructure construction and protection of land improvement and ecological environment, in accordance with functional position of land use, a reasonable guide to the park focused on construction land, on the whole to reduce carbon emissions. Select the "low-carbon" mode need to increase protection efforts of agricultural land and unused land, Eliminate the impact on the economy development through strictly curb the expansion of construction land, inventory construction land stock, promoting rural residential sorting and other measures. Select the "low carbon emission & economic " mode need to be Utilization of these measures with the relevant land management techniques, and promoting regional economic transformation and upgrading.(7) Based on the concept of spatial data in the GRID model, integrated GRID-based recognition technology of remote sensing image dynamic collaboration, spatial data, model library, decision methods, mobile intelligent terminal and other decision support critical technology of regulation of land use Pattern optimization, according to system architecture of DSS, use 3S, GPRS and other technologies through the "GRID-GIS" man-machine interface, decision support system development of land use Pattern optimization control (LUPCDSS V1.0), have been integrated Initially, contains the principles of the realization of the GRID database management system, intelligent terminal system, RS image recognition, spatial modeling system, decision-making methods systems, data exchange, technical analysis, charting, research Logistic, Markov, linear optimization, principal component analysis, linear regression models and key decision-making methods, the full support of this research analysis, Some functions were expanded application, the application reflect that LUPCDSS basically able to meet the technical support requirements of county-scale optimal control of land use Pattern.
